Introduction

Maryland's Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off of medical and family reasons.  FAMLI is a social insurance system covering 2.8 million workers and 180,000 employees, delivered as a digitally native, public-facing service.  We're in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department.  We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.

Our Digital Services Team is the group inside of FAMLI charged with bringing a modern product-oriented approach to creating, launching, and continuously improving the digital platform powering family and medical leave in Maryland. The team is responsible for providing intuitive and user-oriented experiences to workers who need to take paid leave, to employers who need to interact with out office, and to the government employees processing claims and interacting with the public.  This is a greenfield program and a rare chance to build a digital services from the ground up for the people of Maryland. 

Our staff Engineers are at the forefront of modernizing how the state approaches digital services delivery.  Working with the FAMLI digital services team, this role help define the standards and conventions for how we will be building the state's new FAMLI software.  This is a career-defining civic tech opportunity to transform digital services for the State of Maryland.

Main Purpose of Job

The Staff Engineer reports to the Principal Engineer within the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor.  The Staff Engineer contributes to critical portions of the end-to-end product and platform for the whole FAMLI division.  The Staff Engineer works closely with our cross functional vendor teams and Product Leads to ensure that the tools we're building are maintainable and scalable for the program.  The Staff Engineer is also responsible for ensuring that all front end web applications are being built to the highest standards of accessibility.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Provides technical expertise on the end-to-end service to build systems that are scalable and maintainable. 
  • Works closely with vendor teams and Experience Leads to ensure that the tools we're building are scalable and maintainable. 
  • Maintains technical direction and standards for integrations, tools and sites being built in-house.
  • Works with the Digital Services team to set and meet quality standards for our products and services.
  • Reviews and approves proposed product code generated by staff and contractors for deployment in production environments. 
  • Contributes to documentation, tests, style fixes, accessibility, performance, security, and more. 
  • Conducts technical discovery to understand the engineering risks and opportunities to inform the technical direction of FAMLI's services. 

MINIMUM QUALIFICATIONS

  • 6 years of engineering experience
  • 3 years of experience with Ruby on Rails

DESIRED OR PREFERRED QUALIFICATIONS

Desired of Preferred Qualifications 

  • Experience leading teams and/or projects
  • Experience working closely with Product Management or Product Owners to make difficult decisions about feature prioritization 
  • Experience in providing thoughtful, clear and constructive code review

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.
