Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. The Division of Homeless Solutions is responsible for leading the state's inter-agency strategy, policy, and initiatives to prevent and end homelessness for all Marylanders. This vital work includes leading the Maryland Inter-agency Council on Homelessness and facilitating cross-sector collaborations with government, nonprofit, philanthropic, and other strategic partners. The Division administers grant funds and technical assistance to local governments and nonprofits that are delivering critical safety net programs in their communities - such as street outreach, shelter, permanent housing, food pantries, foreclosure counseling, home buyer education, benefits enrollment, workforce development, early childhood care, and specialized services for aging adults, domestic violence survivors, and youth. The Division also serves as the HUD-designated lead agency for the Balance of State Continuum of Care, coordinating funding, data collection, performance management, client assessment, and housing referral systems in 9 rural and suburban counties.

POSITION DUTIES

DHCD has an immediate opening for a permanent full-time Deputy Director of Homeless Solutions.  The individual in this high-level management position primarily responsible for managing developing and implementing the Division’s strategy and partnerships to prevent and end homelessness, alleviate poverty, and increase economic mobility. 

Under the direct supervision of the Assistant Secretary, Division of Homeless Solutions (HS), this position serves as the lead for oversight of the Division’s $41 million operating budget and a team of 25 staff.  This position directly supervises seven programmatic directors and policy staff, who are responsible for administering seven federal and state grant programs, the Maryland Inter-agency Council on Homelessness, the Maryland Homeless Services Data Warehouse, and YouthREACH.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree Public Policy, Business Administration, Economics or a related field from an accredited college or university.

Experience: Six years of experience administering grant funds and technical assistance to local governments and nonprofits that are delivering critical safety net programs in one or more areas of shelter, permanent housing, food pantries, foreclosure counseling, early childhood care, and specialized services for aging adults, domestic violence survivors, and youth, including 1 year of supervisory experience.

Notes: 

1. Candidates may substitute additional experience in professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
