Introduction
The Maryland Department of Labor's Office of Unemployment Insurance is accepting applications from qualified candidates for the position of Program Manager Senior I. This skilled position serves as the Manager of MDUI Policy and Control Division. Program Manager Senior I is one of the highest managerial levels of program management in the State Personnel Management System. Employees in this classification are responsible for directing programs that have a broad scope and major impact on agency missions and operations.
This is a Management Services position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES
- Oversee the Benefit Accuracy Measurement (BAM), Benefits Timeliness and Quality (BTQ), Data Validation (DV), and Tax Performance System (TPS) audits.
- Explain the impact of laws, regulations, and policies to BAM/BTQ/TPS investigators to ensure the proper resolution of federally-mandated quality control cases.
- Review case results of investigators and resolve investigator issues with interpretation of laws, regulations, and policies.
- Monitors the application and interpretation of Division policies by claims takers, adjudicators, and quality control units (BAM/BTQ/TPS).
- Evaluate and draft proposed legislation, regulations, directives, and policies and assist in drafting legislative notes and other responses to proposed legislation.
- Maintain tracking of the development, enactment, and effectuation of DUI-proposed legislation, regulations, directives, and policies.
- Draft briefs/memos which condense and summarize information for decision-makers to review.
- Conduct research, including quantitative and qualitative analysis, as part of evaluations of legislation, policies, and practice.
- Perform legal research (laws, regulations, court and administrative decisions, guidance, directives, and policies related to UI) to provide advice and direction to DUI employees and management.
