Main Purpose of Job

The Program Manager Senior is a key contributor to fulfilling the Mission of the Department of Human Services to assist people in economic need, increase prevention efforts, and protect vulnerable children and adults by managing all of the research, legislative, policy development, policy implementation, training, and support activities for all of the programs administered by the FIA. The programs of the FIA include the federal Supplemental Nutrition Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF), Energy Assistance Programs (EAPs), Temporary Disability Assistance Program (TDAP). 

POSITION DUTIES

Planning and Execution
Develops periodic plans for quality control and management evaluation reviews. 
Collaborates with MDTHINK to develop short- and long-range plans for system development based on program needs. 
Oversees the development and implementation of Corrective Action Plans (CAP) for all audit and management evaluation reviews, and is responsible for assessing the effectiveness of the mitigation measures in each CAP.
Coordination and Facilitation
Coordinates with MDTHINK to establish processes and protocols for incorporating User Acceptance Testing in all system changes, develops and executes processes for communicating system changes and anomalies to the appropriate audiences (i.e., eligibility workers, community-based organizations, clients, etc).
Leads the development of FIA’s impact analyses of bills introduced by legislative bodies at the federal and state levels. 
Drafts, edits and presents legislative proposals. 
Develops and oversees implementation of the Language Access Plan and other civil rights/equity initiatives.
Collaborates with the Office of Constituent Services to develop and implement processes to continually improve FIA’s responsiveness to customer needs.
Administration
Oversees several offices within FIA that conducts quality control reviews and oversee the implementation of corrective action plans, analyze data and complete reports, manage customer inquiries, support the operations of local departments of social services, and develop systems. 
Leads statewide taskforce meetings, committee meetings, workgroups and participate on various commissions related to FIA program outcomes. 
Attends hearings and meetings with the Executive Director and Secretary, such as legislative and judicial hearings, federal agency meetings, audits and project specific workgroups.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in a Public Policy, Business Administration, Public Administration, or similar closely related major.

Experience: Five years of executive level experience in the administration of human service programs with three years of supervision.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Three years of experience managing large scale (multi- million dollar) programs/projects.
  • Three years of experience managing government funded programs and projects (preferably Governmental Assistance Programs including but not limited to the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, and Medicaid).
  • Knowledge of how to analyze federal and state regulations.
  • Strong leadership and management skills, strong communication skills, ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.
  • Two years of experience in organizational process improvement.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.
