Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Forest Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The position directs and coordinates all activities of MD Forest Service statewide forest resource programs, including Fire, Urban & Community Forestry, Stewardship, Utilization, Forest Health, Watershed, Forest Legacy and other conservation programs, coordinating closely with Regional Operations and Policy & Planning. It establishes overall policies and procedures for the programs, oversees implementation and approves revisions; it establishes and evaluates short and long-range program goals, standards and controls, overseeing grant applications, Federal Fund budget, grant-sourced Special and Reimbursable Fund budgets, billing, and grant administration. It oversees and manages the personnel, determining structure, staffing needs, training of program staff and subordinate supervisors. It manages MFS representation with state forestry associations in the program areas, and promotes the program through contacts with interested groups and the general public.

MINIMUM QUALIFICATIONS

Education: Associate’s degree or higher in a natural resources or public administration/policy field.

Experience: Ten years of experience performing natural resources management in the field of forestry, arboriculture, wildlife, natural resources management, with at least two years in a supervisory position.

Notes:
1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Training and/or experience in forest or natural resource management and land conservation.
  • Training and/or experience in working in grant administration, implementation, and billing.
  • Training and/or experience with geographic information systems.
  • Training and/or experience in working with teams and broad partnerships. 
  • Training and/or experience in working with resource-based industries such as wood or agricultural products and or urban forestry.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
