The Office of Research & Compliance within the Division of Policy, Strategy and Research is seeking a full-time Senior Federal Compliance Analyst who enjoys challenging research on contemporary housing issues.
The successful candidate will work as part of an experienced research team and will have ample opportunity for professional growth. The incumbent will act as the Department's point person for planning and reporting processes required by the federal government, including specifically HUD and Treasury. This Includes both preparing the State's Consolidated Plan Submission, Analysis of Impediments to affirmatively furthering fair housing, Annual Action Plan, Consolidated Annual Performance and Evaluation Reports and related documents on all federal legislative issues and directives. The Senior Federal Compliance Analyst is responsible for staying abreast and informing relevant staff and supervisors of important changes, announcements, and updates related to federal programs, grants, requirements, and processes. The Senior Analyst also designs the framework required and coordinates with programs on the development of the State Consolidated Plan and provides analysis of the impact of federal legislative initiatives on the State of Maryland. Senior Analyst will seek and analyze data required to support housing market conditions nationally, statewide and for all jurisdictions as well as coordinate all federal reporting. Analyst will be an integral part of Research and work on ad-hoc projects and reports as assigned. Travel to parts of the state for public hearings and documenting hearings is a requirement for this position.

MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree
from an accredited university in Economics, Sociology, Public Policy, Humanities
or a related field.
Experience: Five years of
experience conducting extensive federal program reporting and required analysis
as well as other economic, housing, socio-economic and other ad-hoc related data
analysis. At least one years’
supervising experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Master’s Degree in Public Policy, Public Administration,
Sociology, Data Science or Humanities
- Experience in housing, economic, demographic, federal/state
regulations on programs and other related data sources
- Experience working independently on complex projects by
identifying, extracting; cleaning/scrubbing, validating data from required
sources for database management and statistical analysis using unaided derived
methodology
- Experience with economic data modeling, statistics and
research methods
- Experience with market segmentation and regional/national
economies
