Main Purpose of Job

The Deputy Director of Operations in the Office of Preparedness and Response is the second ranking senior administrator for a public health organization that focuses on emergency public health preparedness activities for the State of Maryland. The position provides day-to-day operational direction to all program offices and works with Program Managers to ensure that deliverables are completed per funding source guidance; assets and resources are used to achieve MDH, Public Health Services and OP&R mission and vision through the systematic development and implementation of OP&R program goals and objectives. The Deputy Director of Operations assumes all the functions and responsibilities of the Director in his/her absence. Employees in this position must adhere to current MDH and OP&R telework policy.

MINIMUM QUALIFICATIONS

Qualified candidates will possess a Bachelors degree from an accredited college or university in a management or financial field from an accredited college or university and 6 years of professional health or human services experience including 3 years of supervisory or managerial experience.

A master degree from an accredited college or university may substitute for one year of the general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Public health experience in executive level management skills and judgment, with expert knowledge of principles of project process and management, public and business administration.
  • Experience with relevant policies and procedures used in budget preparation, justification, monitoring and reporting of grant deliverable requirements. 
  • Experience with the development of policy to include standard operating procedures (SOPs). 
  • Experience with the development and written responses to financial and performance audits. 
  • Knowledge and experience in supervisory principals and practices, as well as the principles of public personnel administration and personnel policies and procedures.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
