Main Purpose of Job

The Director of Quality, Policy and Performance Management provides strategic leadership and direction over the newly developed Office of Quality, Policy, and Performance Management.

The Director will oversee 3 main areas of SSA: Quality, Policy and Performance Management. This position offers a unique opportunity to shape the strategic direction and operational framework of our administration’s quality assurance, policy development, and performance management initiatives across child welfare and adult services programs.

This is a Management Service position that serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Strategic Leadership  
  • Provides leadership and directs supervision of Audit Manager, Policy Manager, CQI Manager, and Data, Research, and Evaluation Manager. 
  • Develops and implements a strategic vision for the Office of Quality, Policy, and Performance Management 
Policy Development 
  • Oversees the development, reviews, and dissemination of SSA policies and procedures to ensure compliance with state and federal regulations. 
  • Collaborates with stakeholders to identify emerging trends, 25% 25% 10% issues, and best practices in social services policy. 
  • Implements a bi-annual policy review cycle so that all SSA policies are constantly up to date and in alignment with any new legislation and/or DHS/SSA priorities. 
Performance Management 
  • Oversees the current KPI’s, performance metrics, benchmarks, and evaluation frameworks to assess program effectiveness and efficiency; make recommendations for any changes needed to current metrics and benchmarks. 
  • Analyzes performance data to identify areas for improvement either at a statewide level or at LDSS level and develop actionable recommendations as well as contracted providers. 
Quality Assurance 
  • Develops a statewide CQI plan that ensures federal and state measures are being monitored routinely. The CQI plan should also include real-time case reviews to ensure child safety and alignment with practice and policy. 
  • Conducts regular audits and assessments to identify areas of non-compliance and implements corrective actions as needed. 
Stakeholder Engagement 
  • Cultivates collaborative relationships with internal and external stakeholders, including agency staff, community partners, and LDSS’. 
  • Serves as a subject matter expert on quality, policy, and performance management issues, providing guidance and support as needed.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in social work, public administration, business administration, or a related field.

Experience: Five years of progressive experience in quality assurance, policy development, and performance management within a social services entity or government agency. two years of experience in a leadership role.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • A master’s degree in Public Policy, Public Administration, Business Administration, or a related field.
  • Two years experience in management of child welfare, adult service, or related human services entity with a strong knowledge of relevant state and federal regulations governing social services programs and policies.
  • Two years experience in project management and implementation of a strategic initiative achieving an organizational goal, and demonstrating skills in business analytics, leadership, communication, and building consensus.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.  

·       Pension - State employees earn credit towards a retirement pension.

·       Positions may be eligible for telework.
