Introduction

The Maryland Department of Labor is a dynamic state agency that is currently accepting applications from qualified candidates for the position of Apprenticeship and Training Program Manager  The ideal candidate for this position must have excellent leadership skills, business acumen and ability to effectively manage, lead and supervise a multidisciplinary team.

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main role of the Apprenticeship and Training Program Manager is to provide direct managerial, administrative and technical support for the outreach, development, administration and monitoring of structured apprenticeship training programs for the Maryland Apprenticeship and Training Program (MATP). The Program Manager will supervise and provide direction, technical assistance, advice and guidance to other professional and support staff for the MATP unit as well as Registered Apprenticeship sponsors throughout the state. The Program Manager will assist in the development of programs which directly support the growth of the MATP. The Program Manager will work to promote and grow Registered Apprenticeship in non-traditional occupations and will foster connections of underrepresented populations to Registered Apprenticeship.

POSITION DUTIES

Provides management and oversight of Maryland Apprenticeship and Training staff. 

Will help to ensure smooth operation of administrative office functions to include program reporting, registration of apprenticeship programs, and the monitoring and maintenance of Registered Apprenticeship programs and agreements.  

Directly manage and ensure apprenticeship staff are trained on all aspects of registered apprenticeship to include Federal and State Laws, Regulations and Policies.  

Ensure staff read materials, attend meetings and training to ensure employee’s compliance with laws, rules, regulations, procedures, policies, and ethical responsibilities promulgated by and/or the governing agency. 

Develop apprenticeship programs by assisting prospective and established sponsors in developing training standards, including on-the-job training and related instruction schedules, affirmative action plans and wage progression schedules.  

Represent program sponsors before the Maryland Apprenticeship and Training Council (MATC). Develop and administer training materials for existing and new staff to the MATP.  

Prepare agendas, agenda materials and minutes for Maryland Apprenticeship and Training Council meetings. 

Prepare public notice Council meetings. 

Prepare Annual Reports as required to include gathering all relevant information and program statistics for all Registered Apprenticeship and youth apprenticeship reports and outreach materials including all required annual reports to the relevant legislative committees. 

Assist the Department and Division with the application of and awarding of Grant Awards to expand apprenticeship and other workforce initiatives. 

Activities will include the planning, execution and monitoring of various grant programs as well as to provide guidance and technical assistance to field staff and/or sub-grantees in order to meet grant performance standards.  

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s Degree from an accredited college or university in Program Administration, Business Administration, or a related area.

EXPERIENCE:  Five years of professional experience with administering programs, three of which must include supervision of employees, and overseeing and coordinating the general operations of a unit, developing and providing training for staff

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.

Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

​Free Mass Transit Benefit​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses. 

Health Coverage
