Main Purpose of Job

The main purpose of this position is to serve as Assistant Director for the Vital Statistics Administration (VSA), which encompasses providing support within the Division of Vital Records (DVR) and leading units within the Division of Health Statistics (DHS) in the Vital Statistics Administration (VSA). This includes responsibility for day-to-day operation of the Birth Data Quality Assurance and Training unit and the Statistical Analysis unit, in conjunction with the Director of the Administration.

POSITION DUTIES

Job duties include:

  • Serving in place of the Director of the Vital Statistics Administration as needed;
  • Development and oversight for all vital statistics reports prepared by DHS;
  • Planning and execution of analytical studies using vital statistics data to provide data needed for public health and administrative purposes; 
  • Supervision of DHS epidemiologists;
  • Reviewing administration budgets in collaboration with DVR;
  • Overseeing administration procurement activities in collaboration with DVR;
  • Acting as legislative liaison during the legislative session;
  • Preparing controlled correspondence for DHS and DVR (as needed);
  • Ensuring that the data products produced by the DHS are timely, complete, and accurate;
  • Overseeing the execution and tracking of all data use agreements between VSA and departmental, state agency, and federal agency stakeholders; and,
  • Provides recommendations for birth, death, and fetal death requirements for the electronic vital records registration system.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and six years of professional health or human services professional experience, including three years at a supervisory or managerial level.  Candidate must also possess at least three years of experience with SAS.

A master's degree will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidate should possess the following:

  • Proficiency in understanding various research study designs and developing appropriate statistical analysis plans;
  • Experience managing and supervising staff with diverse skill sets;
  • Experience with Vital Records (Birth and Death Certificates), vital event data collection and data analysis; and,
  • Experience performing statistical analysis.
