The Department has an immediate opening for a Program Manager II. Assistant Manager Collection and Loss Mitigation for the Department's $558 million a single-family portfolio of loans.  The Assistant Manager Collections and Loss Mitigation oversees a staff of 10 employees and 2 mortgage servicing company contracts.  This position evaluates risk on loan defaults and directs all aspects of the mortgage servicing life cycle from customer service, general loan servicing, loss mitigation, legal action, tax sales, foreclosure sales, collection and recovery of funds, loan payoffs, and mortgage servicing transfers.  The candidate assists the Manager Collections and Loss Mitigation with general department operations to include monthly reporting and statistics, contractor compliance, personnel actions, long and short-term goals, budgets, and delegation of tasks to maintain smooth operations.  The Assistant Manager assists with establishing and maintaining mortgage servicing policies and procedures that reflect changes in state laws, federal laws, and insurer guidelines.  This position is responsible for educating the public on DHCD policies and procedures while maintaining good relations with HUD housing counselors, title companies, contract sevicers, contract law firms, local and state agencies, and other departments within DHCD.

This position directly impacts the Department's goal to promote and preserve homeownership while providing courteous, timely, accurate, transparent, and responsive customer service.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position is Assistant Manager for DHCD's single family portfolio of 22,000 mortgage loans. The Assistant Manager will support the Manager in oversight of operations for DCA's Single Family Collections unit. This includes supervision of a staff of 10 employees for mortgage servicing. This includes a $558 million dollar Maryland Mortgage program contract and a second servicing contract is for the state funded single family mortgage portfolio. Oversight of the 2 mortgage servicing contracts includes DHCD staff and servicers' performance in loan payoffs, release of mortgage collateral, mortgage collections, loss mitigation, financial risk management & evaluation on defaulted mortgage loans, foreclosure legal action for DHCD's single family mortgage portfolio. This position also assists in DCA Divisional MFR goals (1) MMP default rates below FHA MD and (2) Moody/Fitch ratings of the Maryland Mortgage Program portfolio (3) encouraging Marylanders to retain homeownership. Duties include directing daily activities of Single Family Collection staff, hiring, evaluating & training staff , periodic and yearly review of contract servicers' performance, risk evaluation on DHCD's defaulted mortgage assets, complex loss mitigation activities of contract servicers, analyzing individual cases for proper loss mitigation to mitigate DHCD financial losses whenever possible. This position makes final decisions on staff recommendations for loan modifications, payment of tax sales, and legal action. The Assistant Manager is the point of contact for customer service escalation, responding to customer service requests from the Office of the Secretary, Governor's office and other state legislators. This position works closely with the Office of the Attorney General for various legal matters & contract attorney oversight, with senior managers with DHCD's contract servicers and HUD approved housing counseling agencies to assist defaulted mortgage customers.

MINIMUM QUALIFICATIONS

Education:

A bachelor’s degree from an accredited college or university.

Experience:

Minimum 5 years of experience in the mortgage servicing industry in collections, loss mitigation, foreclosures, real estate owned or experience in default housing counseling and minimum 2 years of supervisory experience in any industry.

Notes:

1. Additional professional and job experience as defined above may be substituted for on a year-for- year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least two years of Supervisory experience in the areas of banking, financial, legal or mortgage servicing. 
  • At least four years’ experience in single family loan collections and loss mitigation.
