Main Purpose of Job

This position will function as the Division Chief of the Office of Emergency Preparedness and Response responsible for the Emergency Response Division, the Radiological Emergency Preparedness Program, and the Hazardous Materials Transportation Compliance Section.  The incumbent in this position will manage/support staff that respond 24 hours a day, 7 days a week, to Statewide petroleum releases, hazardous material releases, and a variety of other environmental emergencies. The incumbent may represent the Department in the Incident Command/Unified Command Structure at major incidents.  The incumbent in this position will work with utilities to ensure that Maryland is prepared in the unlikely event of a nuclear accident.

POSITION DUTIES

The incumbent in this position will provide:

  • Leadership: Provide strategic leadership and direction to the Emergency Response Division, the Radiological Emergency Preparedness Program and the Hazardous Materials Transportation Compliance Section, ensuring alignment with organizational goals and objectives.
  • Operational Management: Will oversee the planning, development, and implementation of emergency response strategies, protocols, and procedures.
  • Resource Management: Manage resources effectively, including personnel, equipment, and budget, to ensure efficient emergency response operations.
  • Training and Development: Develop and implement training programs for emergency response personnel to enhance their skills and readiness.
  • Collaboration: Foster collaboration and coordination with internal departments, external agencies, and community partners to optimize emergency response efforts.
  • Risk Assessment and Mitigation: Conduct risk assessments and develop strategies to mitigate potential hazards and threats to public safety.
  • Performance Monitoring: Establish performance metrics and mechanisms for monitoring and evaluating the effectiveness of emergency response activities.


Work routinely involves physically rigorous assignments and strenuous activity.  The Incumbent is expected to carry out responsibilities, including the ability to perform hazardous materials tasks while wearing heavy and cumbersome PPE, including self-contained breathing apparatus.  Response to emergency situations often requires clear reasoning and decisive action under conditions of extreme mental and physical stress.  The incumbent may be expected to lift heavy objects, in excess of 50 pounds, and may be expected to operate specialized equipment.

Work environment is indoors and outdoors in all types of weather, night or day, and for prolonged periods of time.  The incumbent is subject to exposure to a variety of hazardous substances, toxic fumes, and extreme heat or cold.  The incumbent may be required to climb ladders and operate from elevated heights.

 


MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university in Public Safety Administration, Emergency Management or other appropriate related degree.

 

EXPERIENCE: Ten (10) years of progressive experience in the delivery of emergency services (fire and/or hazardous-materials) or environmental response with at least five (5) years of related professional supervisory experience.

 

NOTES:

(1) Additional years of professional supervisory experience in the public safety field with an emphasis on hazardous materials response may be substituted on a year-for-year basis for education.

SELECTIVE QUALIFICATIONS

The selected candidate shall possess the following qualifications, as certified through Pro Board or IFSAC:


  •      Hazardous Materials Technician or Hazardous Materials/WMD Technician
  •     Incident Safety Officer
  •     Health & Safety Officer
  •     Incident Safety Officer - Hazardous Materials Operations
  •     Fire & Emergency Services Instructor III


The selective candidate shall have successfully completed the following National Incident Management System Courses:


     - ICS 100, 200, 300, 400, 700 & 800


Candidate shall also possess a valid driver's license with a clean driving record.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following:

  • Class B Driver's License
  • Successful completion of an Emergency Vehicle Operator's Course (EVOC)
  • Fire Officer III or IV Certification (Pro Board or IFSAC)
  • Demonstrated knowledge/understanding of  Emergency Operations Center functions
  • Demonstrated knowledge/understanding of Continuity of Operations Planning
  • Demonstrated knowledge/understanding of roles and responsibilities of a Public Information Officer (PIO) and/or Joint Information Center (JIC) 
  • Knowledge/understanding of "All Hazards Planning"
  • Knowledge/understanding of Radiological Emergency Preparedness Program

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification shall be subject to ongoing medical testing in accordance
with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR)
1910.120 Hazardous Waste Operations and Emergency Response and 1910.134 Respiratory Protection Program.

2.  Employees in this classification may be subject to call-in on a twenty-four hour basis and,
therefore, will be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
