Main Purpose of Job

This position serves as the Evaluation Program Manager within the Maryland Department of Health (MDH), Center for Cancer Prevention and Control (CCPC) and is responsible for a leading a dynamic portfolio of evaluation and epidemiologic projects. This position specifically directs and coordinates all evaluation activities for the Cancer Screening Programs Unit, including the Cigarette Restitution Fund-Cancer Prevention, Education, Screening, and Treatment (CRF-CPEST) Program; the Breast and Cervical Cancer Program (BCCP); and the Colorectal Cancer Control Program (CRCCP). This position also leads ad hoc data projects to support CCPC initiatives.

This position is responsible for: (1) developing and implementing policies and procedures for effective program evaluation at the state and local levels, (2) overseeing and managing statewide databases and other data collection applications, (3) designing and implementing evaluation plans to ensure that programs’ activities are appropriately measured and monitored, (4) establishing baselines and setting targets for performance measures, (5) analyzing data and information to highlight successes and identify lessons learned, (6) developing reports and summarizing evaluation findings, and (7) making programmatic recommendations. The Evaluation Program Manager supervises a Program Coordinator.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and at least six years professional experience in public health or health services, including two years of experience at the managerial or supervisory level. 

Note:

Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess:

  • At least one year of experience evaluating public health programs. 
  • Proficiency using SAS to perform statistical and data analyses.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
