LOCATION OF POSITION
POSITION DUTIES
- Coordinates with the Local Reporting Office to collect Local Education Agency (LEA) financial data to meet requirements of the Federal Funding Accountability and Transparency Act (FFATA); this involves working on the development, collection, review, evaluation, and publishing of local school systems’ financial data.
- Prepares Federal and State surveys, reports and special projects; ensures that Federal and State reporting requirements are met; works with the Local Reporting Office Chief to interpret policy, statute and regulation; coordinates department data needs.
- Provides outreach support services to MSDE and LEA staff; offers technical assistance to school systems and local government fiscal offices; assists in providing training to MSDE and school system staff on use of the Automated Financial Reporting (AFR) system.
- Develops Division procedures and provides management and technical assistance to directors on the implementation of ADPICS and other FMIS functions.
- Assists with the design and management of a dynamic tracking and reporting system that serves all of the Division’s functions and projects. This system will document trends and provide analysis to support operational planning and budget development
- Meets the tailored needs of assigned program managers by providing guidance on financial transactions and by reviewing coding and fund availability for requisitions, contracts, contract/temporary employees, sub-grant Notices of Grant Awards and payments, and budget realignments, among others. Reviews sub-grant documentation for conformance with regulations, expenditure data, and audit related items.
- Develops and implements uniform and effective protocols for Headquarters and Aid to Education financial operations, and ensures that management at all levels receive essential, timely, concise, and useful reports and guidance on prior year/current year authorized allocations, encumbrances, expenditures, and carry-over funds and develops improved methods of budget preparation and other fiscal activities in conjunction with the Budget and Accounting Branches
MINIMUM QUALIFICATIONS
- Applicants may substitute a Master's degree in business, accounting, economics, finance, or public administration for two years of the experience.
SELECTIVE QUALIFICATIONS

One year of financial/accounting experience in a State or public sector environment.
DESIRED OR PREFERRED QUALIFICATIONS
- Knowledge of General Accepted Accounting Principles (GAAP);
- Knowledge of governmental accounting standards, policies & procedures;
- Skill in the use of the Financial Management Information System (FMIS);
- Skill in the interpretation of State and federal laws/ regulations; skill in using accounting, finance & spreadsheet software
