Introduction

The Maryland Department of Labor Office of General Services is currently searching for a qualified candidate to fill the position of Director of the MDOL Office of General Services. The Director will oversee all aspects of the agency's building facilities to ensure efficient operations. This role will require close coordination with various stakeholders, including the building maintenance team, vendors, and internal and external agency staff. The Director will be responsible for overseeing facility maintenance, office space logistics, telecommunications, agency mailroom operations, fleet management, and records administration. Above all, the Director of MDOL General Services will be responsible for maintaining a safe and functional workplace for internal staff and stakeholders.

This is a Management Service Position that serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to provide executive management and direction for the Office of General Services (OGS), a support program, which provides a broad scope of services for all divisions of the Department of Labor. OGS services encompass support in the following areas: building security, maintenance, MDEM representation and participation, telecommunications management, leasing management, mail operations, fleet management, energy conservation and recycling, emergency operations management, fixed asset, supply, records and forms management. This position relates to the agency’s mission in that it provides consistent and dependable support for Labor employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Serves as the primary contact for building management inquiries.
  • Ensures the safety and maintenance of the Maryland Department of Labor's (MDOL) work environment. This includes monitoring the cleanliness and safety of both interior and exterior areas, such as offices, parking lots, and outdoor spaces.
  • Responsible for coordinating with the Office of General Services staff regarding maintenance requests, and informing leadership and management of any emergency maintenance issues that arise.
  • Ensure regular inspections and maintenance of building systems, such as HVAC, plumbing, and electrical, to maintain a safe working environment. Conduct periodic evaluations of facility operations and implement improvements as needed to ensure effective space management, including coordinating office space planning and furniture moves to accommodate changing needs.
  • Oversees the management of inventory of furniture and equipment, including procurement and disposal as necessary.
  • Develop and maintain emergency response plans, including fire evacuation procedures and safety protocols. Conduct regular fire alarm tests and drills with building management, and ensure compliance with safety regulations.
  • Oversees the retention policies and disposal of state property procedures.
  • Works in partnership with the agency's Office of Budget for any facility needs, and perform other related duties as assigned to meet organizational needs and objectives.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university. 

Experience: A minimum of five years of experience performing facility management work. Three years’ experience of supervising a team or an organization.

Notes:
1. Additional experience may be substituted on a year-for-year basis for the required or preferred education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Bachelor’s degree public administration, business administration, project management, or a related field.

Certification in the facility management field Certified Facility Management (CFM) or Facility Management Professional (MP) or other related certifications.

Project Management Professional (PMP) Certification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
