Introduction
The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law. Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.
POSITION DUTIES
The MIA is seeking an
experienced consultant to facilitate the establishment of a Privacy Office
within the agency and to develop a written comprehensive Privacy Program
consistent with the directives and guidance of the Maryland State Chief Privacy
Officer. The consultant will work with the agency’s leadership, division
management, information technology and security teams, and legal counsel.
This work will include:
· Developing a governance
framework for privacy protection within the agency.
· Updating and expanding
policies, procedures, practices, and guidelines that promote the privacy,
security, integrity, confidentiality, and reliability of personally
identifiable information (PII).
· Updating and expanding
privacy and data management education and training for MIA staff.
· Participating in
meetings with the State Chief Privacy Officer, Chief Data Officer, and other
State officials.
This is a 3 –
6 month contractual consulting agreement. The position is part-time
(minimum of 20 hours per week) and hybrid. In-person meetings
are at the MIA’s offices at 200 St. Paul Place, Baltimore Maryland 21202.
The successful candidate will
be compensated at an hourly rate to be determined based on education and
experience.
MINIMUM QUALIFICATIONS
- A bachelor's degree in data
science, business management, law or a related field.
- Compliance certifications such as a
Certified Information Privacy Professional (CIPP) or Certified Information
Privacy Manager (CIPM) certification from the International Association of
Privacy Professionals (IAPP), or the equivalent.
- A minimum of five years of
progressively responsible experience in the development and implementation
of comprehensive privacy programs, including experience in drafting and
deployment of policies and procedures, as well as workforce awareness and
training.
- Strong computer literacy and an
understanding of encryption, anti-malware and related software.
- Excellent analytical, strategic and
communication skills and the ability to present ideas effectively.
DESIRED OR PREFERRED QUALIFICATIONS
- An advanced degree (e.g. Master’s, JD, or PhD) in a relevant field.
- Knowledge of Maryland State government
- Exposure to insurance regulation
