Main Purpose of Job

The Agency Privacy Officer (APO) is responsible for ensuring the protection of all personally identifiable information within any Department of Human Services (DHS) systems, and for ensuring that appropriate data sharing and analysis mechanisms are in place within the Department and with stakeholders and partners.  The APO will implement reasonable security practices and procedures, consistent with the policies and standards determined by the Department of Information Technology and/or the State Chief Privacy Officer.  The APO will provide advice to the DHS Secretary and executive leadership team regarding data privacy policy, procedures and best practices. 

POSITION DUTIES

  • Provides advice to Unit leadership on the privacy framework, strategy, and tactics to meet the Unit’s overall risk management priorities;
  • Leads, designs, develops, and provides oversight of the Unit’s Privacy Program to manage privacy risk, including performance of privacy data risk assessments;
  • Supports a culture of privacy and security through ongoing training of and communication with staff about privacy practices;
  • Collaborates with programs within the Department, the Office of the State Chief Privacy Officer, State agencies, external vendors, and other stakeholders to ensure that shared data meets the requirements for ensuring data privacy;
  • Provides oversight and direction on the management of enterprise information and data management to determine all sources of and systems containing PII within DHS and ensure that each source or system meets the requirements of data privacy policy and practices; 
  • Provides required reports to the State Chief Privacy Officer, including the inventory of all systems, including cloud resources, that are maintained by DHS; 
  • Collaborates with procurement and Assistant Attorneys General, review data use agreements and contracts related to the use, sharing, processing, storing, accessing, transmitting, and disposing of PII; 
  • Ensures maintenance of an accounting of disclosures of data subjects’ PII, as mandated by certain federal health, commerce, and finance laws;
  • Performs privacy incident functions;
  • Develops and implements appropriate notifications to notify of the collection of PII, providing notice of the collection of the information, how that information may be reviewed and how it may be used or shared;

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in science, data-science, statistics, computer science, public administration or health related field from an accredited college or university
Experience: Four years of data management and organization, data cleaning, statistical analysis, data visualization, and report writing. experience.
Note: Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • A Master’s degree in a field like mathematics, statistics, or computer science
  • Data Analysis Certification.
  • Two years of Microsoft Office (Excel, PowerPoint, and Word) with Google suite (sheet, slides and drive) experience.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.
