Main Purpose of Job
The Comptroller of Maryland is
the state’s tax administration and fiscal oversight agency. We’re responsible
for assisting both citizens and those beyond the state’s borders with the
filing, processing, payment, and audit of a wide range of tax types. Our agency
touches the lives of every citizen in the state—if not by processing credits
and refunds families depend on in their financial planning, then by collecting
and distributing the funds which pay for everything from roads to schools.
Our Office of Equity and Transformation team is seeking highly motivated interns to fill one of the three (3) available positions available with the team. Please see the three positions below and continue reading to learn about each:

POSITION DUTIES
CONTINUOUS IMPROVEMENT - The continuous improvement intern will be responsible for
partnering with the business analysts of the Office of Equity &
Transformation as well as the senior leaders on the Policy Advisory Group to
identify challenges within the agency and resolve them through the application
of analysis, policy-writing, documentation, and reporting. Depending on the
selected project, an intern may be responsible for some or all the following:
- Researching
and documenting agency business processes.
- Suggesting
areas for process improvement and making recommendations.
- Coordinating
with agency leadership to implement process changes.
- Drafting
policies and procedures for review and approval by management.
- Managing
the review and revision of existing agency policies and procedures.
- Performing
analysis of operational data and trends in key performance indicators.
COMPSTAT - The COMPStat intern will facilitate the base line
development of 1-2 Stats, a series of regular data-driven conversations (e.g.
monthly) focused on performance. At a start of the new initiative, the CompStat
Director, in charge of developing and implementing the program, will need
support in developing the initial metrics, data visualizations, code, and
management of a department level or issue Stats. The intern would play a
leading role in establishing these meetings.
The role will entail three internship duties:
Data
Analysis and Reporting: provide timely, accurate, and actionable data
reporting and tools to facilitate the Comptroller of Maryland’s STAT,
OpenGov, and legislative reporting programs.
Data Documentation: Ensure that all data
collected and analyzed has a clear meaning and that analyses can be
replicated in the future.
Program and Project Management:
Draft
STAT materials such as pre and post meeting memos and PowerPoints.
Participate
and take diligent notes in STAT meetings to facilitate follow-up action
memos.
Engage and coordinate with
stakeholders regarding data collection practices and analysis.
TRAINING - The training intern will participate in the development of a
strategic training program for the upcoming year as well as assist in the
development and facilitation of specific trainings. This position will have the
opportunity to interact with employees at all levels of the organization and
across many different types of work. The primary duties and responsibilities of
the intern will be:
- Assisting in the design
and development of training materials
- Facilitating
training sessions for diverse audiences
- Collaborating
with team members to evaluate training effectiveness and make improvements
- Keeping up to date with
best practices in training and adult education
MINIMUM QUALIFICATIONS
CONTINOUS IMPROVEMENT:
- High School Diploma
- Ongoing
or completed undergraduate/graduate coursework from an accredited college or university in political
science and government, information science, statistics, accounting,
business technology, pre-law, pre-business, or any other field of study
focused on the operation of complex human systems.
COMPSTAT:
- High School Diploma
- Ongoing or completed undergraduate/graduate coursework in any major with a statistical or computer programming component. Examples include public policy/public administration, statistics, computer science, business, and economics.
TRAINING:
- High School Diploma
- Ongoing or completed undergraduate/graduate coursework in Education, Human Resources, Psychology, Communication, Business Administration or Information Technology. This internship is ideal for individuals seeking to build a career in training, adult education, or instructional design.

DESIRED OR PREFERRED QUALIFICATIONS
COMPSTAT:
- Experience
using PowerBI, SQL, or R highly preferred.
