Introduction
The Maryland Department of
Commerce is seeking qualified applicants for the position of Manager,
Agricultural Programs within its Division of Business and Industry Sector
Development, Office of Strategic Industries & Entrepreneurship (OSIE).
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The main purpose is to support innovation around Maryland’s natural resources, focusing on agriculture as well as aquaculture, food and forestry sectors. The position will support business formation and growth using emerging techniques such as integrated precision agriculture, controlled environment agriculture, and food system technology integration.
POSITION DUTIES
The Manager works
across Maryland to sustain and grow key sub sectors such as food production,
processing, packaging and all value-add activities, forest products, algae,
aquaculture, distribution and supporting infrastructure; ensure these
industries have the resources and a conducive environment to encourage startups;
and attract new business and investment from out of state. Duties include developing collaborations and
partnerships to support cross-sector R&D and business opportunities with
other industries covered by the OSIE, including life sciences, manufacturing,
autonomous vehicles, energy, cybersecurity, and advanced computing. The partner support network for Maryland
agriculture and other natural resources consists of an extensive range of
private businesses, government, academic and non-profit organizations that assist
the sector; the development of Commerce’s strategy is designed to complement
partners’ programs. Through the
relationships established with these organizations, as well as internal
collaboration with departmental subject matter experts and regional
representatives, Commerce will determine common obstacles to and opportunities
for continued sector expansion. This position will focus on statewide growth and
the incumbent will be familiar with specific challenges and opportunities in
rural areas.
The selected candidate will
possess excellent interpersonal skills and abilities to maintain effective
working relationships with high level public and private sector officials;
knowledgeable of State’s agriculture industry and technology landscape; familiarity
with the Maryland state legislative process pertaining to agriculture programs,
policies, regulations; excellent written and oral communication skills; ability
to handle multiple, concurrent, high priority projects. Proficiency with Google
Mail, Microsoft Office Suite, Salesforce and/or other relevant software.
Statewide travel and attendance
at out of State conferences required.
MINIMUM QUALIFICATIONS
Education: Bachelor’s
degree in Business, Sciences, Finance or related industry field from an accredited college or university
AND
Experience: Six (6) years’ experience in agriculture
or related fields; industrial, business, or economic development; marketing,
project management with four (4) of the years involving interacting with agriculture- related field in a business development or management role.
Notes:
1. Candidates may
substitute additional business and technical experience in the agriculture or
related field on a year for year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 credit hours on a year-for-year basis for the required general experience.
3. Candidates may
substitute U.S. Armed Forces military service experience as a commissioned
officer involving staff work related to the administration of rules,
regulations, policy, procedures and processes, or overseeing or coordinating
unit operations or functioning as a staff assistant to a higher ranking
commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1) Experience in Agriculture.
2) Experience in one or more of the sectors listed above and technology
landscape.
3) Knowledge of agribusiness challenges and opportunities in
Maryland.
4) Familiarity with the Maryland State legislative process pertaining
to agriculture, agribusiness and/or forestry programs, policies, regulations.
5)
Advanced degree in the life sciences or a related field.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some Statewide travel is
required.
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
