Main Purpose of Job

The Compliance Program, Wastewater Compliance Division within the Water and Science Administration is recruiting for two Regulatory and Compliance Engineer (RCE) Supervisor. Both positions are the first level of managerial work in the field of environmental regulatory compliance. The RCE Supervisors serve as the Division Chief and assist the Deputy Program Manager in the management, planning, and supervision of staff and operations of the Division. Through various enforcement strategies, employees ensure compliance with State and Federal environmental laws and regulations concerning water pollution control. The Wastewater Compliance Division is responsible for statewide inspection and compliance monitoring activities at municipal and industrial wastewater treatment facilities. The incumbents in these positions are expected to be reachable to support after-hours responses as needed.


Work may involve exposure to uncomfortable or unpleasant surroundings. Consultations are performed in inclement weather in the middle of a wetland, sewage treatment plants, etc., where there could be exposure to potential chemicals, dust, or odors. Hazardous conditions may exist at the site when walking over rough surfaces and terrain when examining sediment traps, and stormwater ponds. Handling chemical testing agents and taking samples potentially exposes personnel to serious physical harm or impairment. In addition, the work involves heavy lifting, climbing over spoil piles, through rock-lined ditches, and crossing streams.  The use of protective equipment such as goggles and gloves to avoid direct contact with harsh chemicals and toxic byproducts of industrial activity.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education. 

2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS


It is preferred that the selected candidate has the following:

  • Prior experience supervising technical and administrative personnel;
  • Strong interpersonal, leadership, planning, and organizational skills;
  • Strong written and oral communication skills to engage with a wide variety of stakeholders, including permittees, environmental groups, the public, federal and local governments, and other State agencies;
  • Technical experience applying State and federal laws and regulations, such as the Clean Water A NPDES permits, water quality, and other science-based permits, laws, and regulations;
  • Experience with administrative, civil, and criminal legal processes and working with the Office of the Attorney General;
  • Experience with EPA databases such as ICIS, ECHO, NetDMR, and MDE's ETS database.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
