As part of our continuous efforts to optimize performance and drive success the Regulatory Compliance Engineer I is eligible for an annual promotion. The incumbent may advance to a higher grade within the classification series, based on satisfactory work performance.  


Progressive grade levels include:

Regulatory and Compliance Engineer II – Grade 17 ($60,801 - $97,940)

Regulatory and Compliance Engineer III – Grade 19 ($69,159 - $111,505)

Main Purpose of Job

The Regulatory and Compliance Engineer I is an entry-level position. The incumbent in this position will learn to perform the technical piece in the processing, development, and writing of industrial discharge permits (both individual and general). The incumbent will also learn to be responsible for the technical review of applications (NOIs) for coverage (registration) under industrial general discharge permits. This may include reviewing requests for modifications based on benchmark monitoring and evaluating the restoration of impervious surfaces. Processing these permits and registrations is one of the key ways that the Maryland Department of the Environment (MDE) executes its mission to protect and restore the quality of Maryland's Water land resources while fostering smart growth, economic development, healthy and safe communities, and quality environmental education for the benefit of the environment, public health, and future generations.

These permits and registrations are combined federal and State authorizations, for facilities needing to discharge industrial wastewater or stormwater in the state of Maryland.  Processing applications include implementing total maximum daily loads and managing the associated permit issuance process by preparing fact sheets, public notices, and written responses to comments, meeting with applicants and interested parties, conducting and participating in public meetings, and preparing project files for judicial review.

 

Working conditions of the position include:

 

· Work involves exposure to uncomfortable or unpleasant surroundings. The site visits might include a review of treatment areas where smells or sights may be offensive;

· Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. The site visits would typically require climbing ladders to inspect an outfall or pollution control device visibly;

· Work requires the use of protective equipment such as goggles, gloves, masks, etc.  Protective equipment such as steel-toe shoes, safety glasses, and hard hats are sometimes required during site visits.

 

This position requires the incumbent to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)

ANNUAL LEAVE -  ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
