As part of our continuous efforts to optimize performance and drive success the Regulatory Compliance Engineer I is eligible for an annual promotion. The incumbent may advance to a higher grade within the classification series, based on satisfactory work performance.  


Progressive grade levels include:

Regulatory and Compliance Engineer II – Grade 17 ($60,801 - $97,940)

Regulatory and Compliance Engineer III – Grade 19 ($69,159 - $111,505)

Main Purpose of Job

The Regulatory and Compliance Engineer I are entry-level positions. The administration is recruiting for six positions, as Engineering Specialists in the Compliance Program, Wastewater Compliance Division of the Water and Science Administration. The incumbents in these positions will learn to evaluate wastewater treatment facilities and private contract laboratories for compliance with federal/State National Pollutant Discharge Elimination System (NPDES) and State groundwater permits, including evaluating treatment process operation and maintenance, quality assurance, and quality control (QAQC) functions, sampling, and preservation, analytical methodology, flow monitoring, record keeping, and reporting. The incumbents will also learn to provide engineering expertise to evaluate specific sites, review proposed improvement plans, and develop comprehensive environment programs to address water pollution, sewage control, and stormwater control. The engineers will conduct inspections to assess compliance with wastewater discharge permits, sediment and erosion control, wetlands, and waterways construction. The incumbents will respond to emergency incidents or natural disasters as required. They may have to testify as an expert witness related to engineering, analytical procedures or techniques, or NPDES regulations. They will review engineering plans and drawings, wastewater treatment plant improvement plans, and biomonitoring study plans.

 

Working conditions of the position include:

 

• Work involves exposure to uncomfortable or unpleasant surroundings. The range of site visits by specialists is extensive;

 

• Work involves exposure to hazardous conditions which may result in injury. Hazardous conditions may exist at sites;

 

• Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc.;

 

• Work requires the use of personal protective equipment such as goggles, gloves, masks, etc.;

 

These positions require the incumbents to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record to drive a State vehicle.


These positions will be responsible for after hours duty on a rotating basis.  

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:       

 

  • Education or experience in wastewater treatment plant processes;
  • Education or experience related to environmental regulation;
  • Education or experience related to performing inspections.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)

ANNUAL LEAVE -  ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
