Telecommunications Access of Maryland (TAM) 


TAM provides equipment and services for Marylanders who have difficulty using a telephone. TAM administers both Maryland Relay, the free public service that allows people who are unable to use a standard telephone to make and receive calls; and the Maryland Accessible Telecommunications (MAT) program, which distributes State-provided assistive telecommunications equipment to qualified applicants.

 

We are seeking a Finance Manager with experience implementing financial and budgetary processes, procedures and best practices to ensure that TAM’s fiscal operations are efficient, effective and transparent.

Main Purpose of Job

The Finance Manager oversees and coordinates all program functions related to the preparation of TAM’s annual operating budget and fixed asset inventory. This position monitors and executes the agency's budget, including proper fiscal close-outs. In addition, the Finance Manager is responsible for all aspects and modules of the State-wide Financial Management Information System (FMIS), Accounting (R*STARS and purchasing (ADPICS).

POSITION DUTIES

TAM Finance Manager responsibilities include, but are not limited to the following:

 

·   Work with the Director of TAM to develop and administer the budget for TAM and its programs;

·   Assist the Department of Disabilities with department-wide budget development;

·   Prepare financial records and reports, records and statements for use by management;

·   Assisting with the creation of purchase orders;

·   Conduct aspects of the Departmental Year-End Closing process for fiscal soundness;

·   Work with TAM staff to verify and process invoices for services rendered or goods purchased;

·   Perform budget reconciliation projection activities and monthly corporate credit card reconciliation;

·   Oversee the management of TAM’s fixed asset inventory; and

·   Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s).

  • Two years experience of program budgeting and allocation of financial resources;
  • Experience managing fixed assets;
  • Experience using Google Suite and Microsoft 365 applications;
  • Experience preparing and presenting financial reports;
  • Experience working with internal audits;
  • Skill in developing interdepartmental relationships and cooperation
  • Strong consensus building skills
  • Excellent verbal, analytical, organizational and written skills; and
  • Fluency in American Sign Language
