POSITION DUTIES
The Audit Manager Designs and implements an
annual auditing program to perform financial and compliance audits of State Aid
to Education provided to the local education agencies (LEAs). The Manager also
directs, develops, coordinates and supervises the activities of staff auditors
assigned to perform performance, financial and compliance audits of State Aid
provided to local education agencies.
Duties include:
- Reviews and tests the performance, compliance, financial, and programmatic results of the State Aid to Education Programs implemented with the local education agencies (LEAs).
- Directs and develops auditing programs or audit procedures for reviews of education programs or grants monitored by Maryland State Department of Education (MSDE) Divisions.
- Reviews audit working papers prepared by audit supervisors and audit staff that document the audit tests performed during the audits of the LEAs.
- Prepares draft and final audit reports.
- Provides coaching, guidance, and direction to staff auditors.
- Interpret laws and program regulations to determine compliance and recommend corrective action to resolve areas of non-compliance.
- Presents oral and written briefings to the State Superintendent, State Board of Education, Deputy Superintendents and/or Executive Management
- Develops and revises, as necessary, audit procedures, audit scope, audit programs, audit report language and review forms to determine that audits are conducted in accordance with U.S. Government Accountability Office (GAO), government auditing standards.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree in Accounting from an
accredited college or university with thirty (30) credit hours in accounting
and related courses, including 3 credit hours in auditing.
EXPERIENCE:
Six years of experience performing financial and compliance audits of a State,
Federal, or local government agency, non-profit or other business entity,
including two years of supervisory or managerial experience.
Note:
- Candidates may substitute possession of a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA), or a Master’s Degree with thirty (30) credit hours in accounting and related courses, including 3 credit hours in auditing, for one year of the required experience.
- Candidates may substitute one year of professional accounting experience for one year of auditing experience only.
- The specific education and experience requirements are set by the agency based on the essential job functions assigned to the position.

DESIRED OR PREFERRED QUALIFICATIONS

applicants who possess the following preferred qualification(s). Include

- Knowledge of generally accepted government auditing standards, accounting and auditing principles.
- Knowledge of State Operations and Financial Management Systems.
- Experience overseeing and coordinating the activities of an office unit.
- Experience managing multiple audits or projects simultaneously.
- Possession of a license as a Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE) is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
- Applicants must consent to a State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
- Travel throughout the State to include overnight stays may be required.
