The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through​ the Governor's Office on Service and Volunteerism and Volunteer Maryland.  We are seeking the team to make the

Main Purpose of Job

This position is a key member of the DSCI team and performs critical financial services for the Agency including budgeting, revenue accounting, fund management and cash management.

POSITION DUTIES

The primary responsibilities of the Financial Specialist will include:

  • Fiscal Accounting – performing agency expenditures and revenue accounting 
  • Fund Management – coordinates aspects of state agency funding 
  • Budgeting
  • Cash management – verifying petty cash balances and reconcile working fund checking account on a monthly basis, including verifying receipts to the monthly revenue reports 
  • Other duties as assigned

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

3 years experience using State of MD FMIS system

2 years experience working in B.A.R.S. for budget requests

2 years experience working with the Workiva System

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • 2 years experience with inventory accounting and management

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
