Main Purpose of Job

The purpose of this position is to assist the Chief Financial Officer with directing and coordinating all State accounting and budgeting functions and federal grant reimbursements for the Maryland Military Department (MMD). This position will directly and/or indirectly work with the State Program Managers for the various MMD Programs. This position will assist and serve as backup to the Chief Financial Officer in the oversight of financial resources.

The incumbent must obtain a favorable background check for a Common Access Card (CAC) for required access to military facilities and federal information systems.

POSITION DUTIES

This is a management position that will report directly to the Chief Financial Officer. This position will serve as the Senior Budget Analyst and will provide oversight, accounting advising and reviewing, and/or act as a liaison, facilitating communication between federal agencies and MMD. The Senior Budget Analyst will be responsible for providing supervision to the Fiscal Services Chief II, Administrator III, and Admin Officer III

The incumbent in this position will provide assistance with managing multiple accounting systems and records of all general, special, and federal budgeted funds, grants, and reimbursable funds. The Maryland Military Department is seeking a candidate who has the ability to evaluate and develop plans, as well as assess and identify agency needs. The Senior Budget Analyst must be able to present information concisely and clearly, exercise judgement and uphold confidentiality standards. 

This position will perform other related duties assigned by the Chief Financial Officer, Deputy Chief of Staff or Chief of Staff.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience; four years of professional Finance or Accounting experience involving budget preparation, preparing financial statements, preparing financial reports and presentations, or analyzing complex financial data and an additional four years of professional experience in Finance or Accounting management work in areas of budget preparation, fund disbursement, reviewing and monitoring requisitions, purchase orders, and direct vouchers.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of professional experience in Finance or Accounting involving budget preparation, preparing financial statements, reports and presentations, and analyzing complex financial data. 

2. Candidates may substitute the possession of thirty graduate credit hours at an accredited college or university, in the field of Accounting or a related field for up to six years of the required experience, and two years of professional experience in Finance or Accounting involving budget preparation, preparing financial statements, reports and presentations, and analyzing complex financial data.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

1 Year of Supervisory Experience.

DESIRED OR PREFERRED QUALIFICATIONS

·Comprehensive knowledge of FMIS, RSTARS, ADPICS, BARS, or similar financial and budgetary systems
·Experience with the State of Maryland Budgetary Process.

LIMITATIONS ON SELECTION

Must be a current Maryland State employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position requires the ability to obtain a federal Common Access Card (CAC) and requires a criminal background check. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points on their driving record. 

SPECIAL REQUIREMENTS

This position will require the ability to pass a State & Federal background check to access military facilities within the state of Maryland. Being able to access these facilities is a condition of employment for this position.
