Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

The Fiscal Branch Manager directs, plans, and organizes MDEM’s Finance and Budget branch including accounting, financial management information systems, budget management, financial planning, and procurement. The position has administrative responsibility for all financial functions provides financial services applying current technology to ensure MDEM operations are consistently and appropriately funded, develops financial policies and procedures for immediate and long range financial management and planning, ensures compliance with State and federal rules and regulations and serves as an advisor for the Chief Financial Officer and other executive staff on all budget, fiscal reporting, and financial business goals and objectives for MDEM.

POSITION DUTIES

Budget Management
• Assist with developing and maintaining recommendations for the Agency’s
strategic budget.
• Coordinates development, submission, and approval process for MDEM’s budget
with appropriate control agencies.
• Assists with monitoring operating expenditures to meet budgetary goals.
• Assists CFO with approved staffing numbers control and allocation, Assists CFO
with the process of maintaining budgeted head count by section and ensures
sufficient funding for all staff.
• Provides information on funding sources to support MDEM financial services and
required activities.
Accounting and Financial management information systems work
• Develops internal control measures in order to implement Department-wide fiscal
and accounting policies.
• Coordinates State and Legislative audits as required.
• Coordinates Department’s year-end closing process.
• Coordinates MDEM accounting management matters assuring compliance with
generally acceptable accounting principles and other government accounting
requirements.
• Ensures accurate and timely financial information.
• Coordinates MDEM and federal financial management activities.
• Ensure and provides guidance on matters related to systems development,
implementation, operation and maintenance of MDEM’s financial management
information systems.
• Identifies and corrects any mistakes within FMIS.
• Reviews all payroll reconciliations/allocations.
Financial Planning and Management
• Works with the CFO to review and analyze changes to State law which may
impact the financial management of the Agency.
• Develops cost containment strategies as necessary.
• Assists CFO with solving budgetary or financial problems.
• Work with CFO to provide statistical information and data for MDEM operations
and for necessary reports.
• Conducts internal reviews to ensure all laws, rules, regulations and policies are
appropriately followed.
• Assist the CFO with providing forecast/projections for operation.
Policy & Procedures
• Develops appropriate control policies to ensure compliance with State laws and
regulations and applicable federal law.
• Work with the CFO to interpret DBM’s budget policies.
• Communicates with and trains staff as necessary.
Other duties as assigned

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in Finance, Business Administration, or Accounting

Experience: Five (5) years working within a Maryland's finance system, and managing a diverse team, which includes but is not limited to: Assigning and reviewing work, training employees, preparing annual performance ratings; or reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers, and reports using accounting software packages or identifying budget trends and recommending budget realignments, or preparing, analyzing and interpreting financial, statistical and narrative reports of fiscal services, activities, and projects

Note: This education requirement of a Bachelor's Degree in Finance, Business Administration, or Accounting can be substituted with an additional Four (4) years of Maryland State Government Finance or Maryland State Government Personnel Management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:
• Three (3) years of Experience in Financial Management Information System (FMIS) to include View Direct & ADPICS
• Three (3) years of Experience in Budget and Reporting System (BARS)
• One (1) year of Experience in Customer Information Control System (CICS)
• One (1) year of Experience in ANSWERS Software
• One (1) year of  Experience in Workiva Software

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
