This position will be based in one of the following locations:

Charles Hickey School (Baltimore County)

Cheltenham Youth Detention Center (Prince George’s County)

POSITION DUTIES

The main purpose of this position is to manage the business functions of the agency within budget & finance. The functions include accounts payable, student funds, banking and other fiscal operations related to the operations within budget & finance for HQ, Facility, and Community Programs.

Duties for this position may include, but not be limited to the following:

· Examining financial data within FMIS and agency records to identify trends and devise procedures for increased reliability
· Collaborating with agency professionals to resolve accounting issues and obtain necessary approvals, and confirm services were completed and/or supplies were received prior to entering vendor invoices into FMIS
· Developing, updating, and implementing automated spreadsheets for FMIS document posting
· Reconciling invoices to agency accounting systems and preparing documents for transmittal to the State Comptroller's Office
· Providing technical guidance on fiscal policies and procedures to invoice approvers
· Designing report formats and summarizing financial data, particularly in reconciling Student Funds biweekly
· Reviewing financial statements for accuracy and compliance, recommending budget modifications, and preparing budget projections
· Processing working fund requests, issuing checks, and assisting in fund reconciliation

· Maintaining records in compliance with state records management policy

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One (1) year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess any of the following:
  • Minimum of one (1) year of experience processing invoices through FMIS (or similar system)
  • Minimum of six (6) months of experience in cash collection and reconciliation to a running ledger
  • Minimum of one (1) year of experience using Microsoft Excel (or similar software)
