Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

POSITION DUTIES

This position is accountable for accurate and timely handling of activating / extending new and existing subscriptions for subscribers into the Mega Millions, Multi Match, Power Ball and Cash4Life games, analyzing checks for restrictively endorsement and balancing of financial transactions. In addition, this position is also accountable for the processing of claims and the disbursement of monies in the lottery drawings and/or instant scratch off tickets. Effectively communicate with internal and external customers with questions pertaining to The Maryland Lottery & Gaming Control Agency, and the mailing of W2G’s that are processed through X-CAP Agents.

This position is responsible for the processing of claims and the disbursement of monies won in the lottery drawings, Instant tickets and promotional to winning customers. This, position supports the Lottery in the collection of approximately $300,000 in Child Support Arrearages and $2,100,000.00 for the Central Collections Division; in addition to disbursing an average of $50,000,000 in prize monies annually. Processing of subscriptions applications for extending and new subscriber’s for Mega Millions, Multi Match, Power Ball and Cash4Life games.

SUBSCRIPTION PROCESSING:  Responsible for opening and sorting of incoming mail to identify discrepancies in subscription applications and checks before activation. After checks are reviewed by unit supervisor. Responsible for scanning subscription applications into the Lottery Director System. 
 
TRACK AND SEND BACKS:  Capture and return checks missing signatures, checks that are in the wrong money amount, checks that application holds an Out of State address as well as checks that are not made out to the Maryland State Lottery Agency.  RESTRICTIVELY 

ENDORSE CHECKS:  Accountable for activation of the subscription applications check are restrictively endorsed and accounted for by photocopying each check and utilizing a printing adding machine for record, auditing and reconciliation discrepancies. The checks, T-tapes and completed applications are then given to the supervisor for daily reconciliation.  

INSPECT, OPEN AND SORT: Open all subscription mail and put in batches with the corresponding form of payment for processing. Create a T-tape that confirms the dollar amount of the processed batch of work. 

DAILY RECONCILIATION: Responsible for utilizing a printing adding machine to calculate the total amount of checks received daily and using the T-tape to compare the amounts utilizing they lottery directory accounting system where 4 reports are generated and printed out for balancing, discrepancies, records and auditing purposes. If any discrepancies the clerk is responsible for making necessary adjustments.   

CUSTOMER WRITTEN CORRESPONDENCE 
Responsibilities include: 
· Mailing W2G tax forms to customers
·   Returning of checks including:

       1.      Missing signatures
       2.      Non-Legible
       3.      Incorrect Payee
       4.      Incorrect Amount
· Mailing winnings in check form to subscribers
· Returning of outdated subscription applications
·   Responding to customer inquiries via email  
These responsibilities are managed and maintained in a binder for tracking and insurance that each correspondent is returned to the customer within five days from the initial contact.   

CLAIMS /RETAILER PAYMENT COUNTER: 
The position is responsible for greeting each customer with a proper welcome” Welcome to the Maryland State Lottery how may I assist you “.The employee is responsible for processing winning tickets, accepting retailer payments and subscription applications. Responsible for maintaining an effective working relationship with security and communications. These functions include: 
· Effectively communicating to customers any debts owed by CCU or Child Support when claiming winnings· Explaining W2G forms
· Writing Receipts for retailer payments for record and auditing purposes
· Photocopying customer identification for record and auditing purposes
· Identify discrepancies in customer forms of identification (i.e. SSN card name does not match the Identification Card or Drivers Licenses)
· Generating Checks and W2G tax forms
· Inputting data into the GMS system
· Reviewing claimant applications, winning tickets/scratch offs
· Organizing and filing of receipts, tickets, applications and customer identification (record and auditing purposes
· Calling security for investigation of fraudulent or stolen tickets, irate customers, and big winners.
· Calling the communications department for big winners.
· Having a supervisor or manager sign off on every claim before customer take possession.    

MAINTAIN SECURITY CASE PROCESS: Responsible for maintaining an effective working relationship with the Director of the MLGCA Security Department and the Director of the Customer Service Resource Center (CSRC) to review memos of damage ticket claims. This position is responsible to researching discrepancies and missing documentation before the ticket can be signed off by the CRC Director.      

OTHER DUTIES AS ASSIGNED

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

 · Must have prior heavy customer service experience. Excellent written and verbal communication skills. 
 · Experience utilizing software packages applicable to an office setting, including Microsoft Office (Word, Excel, etc.) and Google Mail. 
 · Experience providing multi task support to the work environment.
