POSITION DUTIES

The Project Management Partner (PMP) has the overall responsibility to manage IT projects and initiatives in collaboration with MSDE’s IT Partners (ITP), who interface with the assigned division/office or functional area for the purpose of business technology strategy development, solution discovery, service management, risk management, and relationship management. Under the leadership of the MSDE Project Management Office (PMO), the PMP oversees IT support programs for multiple divisions at MSDE. The PMP provides highly valued strategic consulting level support to the ITP and guidance through key IT initiatives while managing timelines, responsibilities, tasks, and project reporting in accordance with MSDE’s project management standards. The PMP proactively serves as a “trusted advisor” to the PMO to achieve the agency’s objectives through effective project management practices, communication, and the use of technology.

Duties Include:
  • Provide project management support to the ITPs on multiple MSDE IT Projects and initiatives that stem from Divisions and Offices in collaboration with the PMO.
  • Use economies of scale to implement efficiencies to meet or exceed the financial expectations established at project initiation.
  • Creating and monitoring project schedules, securing resources, and defining project goals. 
  • Measure and analyze project progress and compare those metrics against the project plan, providing both verbal and written communications regarding project status, risks, and issues.
  • Support successful execution of new technology solutions and capabilities in accordance with the defined (SLA) and ensure established objectives and expectations of division/office are met.
  • Creates project schedules to assign tasks and deadlines, giving the team the tools to collaborate. 
  • Define schedules and accurately estimate the task duration to develop and maintain realistic project schedules.
  • Obtains and manages the project’s proper funding, keeping the budget allotment. 
  • Interface with executives to define project priorities, implementation, opportunities, challenges and communicate project risks and opportunities.
  • Coordinate with ITPs to identify, articulate, and champion strategic technology improvements that will enhance business performance and collaboratively define the IT capability roadmap.
  • Works with the Divisions/Offices to provide support and coordination to ensure the adoption of new systems and business processes in the MSDE environment.
  • Monitor compliance with project policies and standards.
  • Manage government project deliverables and tasks using the provided project management tools (e.g., Jira, Smartsheet, Microsoft Office, Adobe, etc.) in the manner designated by the PMO.
  • Implement established policies, system monitors, and controls to ensure the successful management and reporting of all initiatives in the Program.
  • Performs risk assessment on projects in collaboration with the Chief Information Security Officer and Information System Security Officer, tracking all risks in a risk register and providing a risk mitigation plan. 

MINIMUM QUALIFICATIONS

Education: Bachelor's from an accredited college or university

Experience:  Five years of IT and business experience in strategic planning, development, implementation and maintenance of systems, preferably across multiple hardware and software platforms and previous technical project management experience within the software development lifecycle (SDLC)

- Out of the 5 years required experience, at least 3 years are needed in a combination of the following: Progressive broad-based information systems Project Management experience (which could include consulting) with state-of-the-art hardware and software systems is desirable; knowledge and implementation experience in new computing architectures and networked computing structure.

1. Nine years of IT and business experience in strategic planning, development, implementation and maintenance of systems, preferably across multiple hardware and software platforms and previous technical project management experience within the software development lifecycle (SDLC) may be substituted for the possession of a bachelor's degree

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Current Project Management Institute (PMI) Certified Project Management Professional (PMP) and/or current PMI-Agile Certified Practitioner (PMI-ACP). If not certified, in addition to 5+ years of IT project experience, a demonstrated knowledge of the PMBOK Guide principles for agile and other project management methodologies
  • Website management experience with a proven track record of on-site and on-page optimization that drive organic growth. Experience with traditional website rebuilds as well as development from scratch are a plus.
  • Master's degree in a technology-related field
  • Prior Education domain industry experience at a State or Federal Government agency; knowledge of state government policies and practices; specific experience with successful large-scale program management within a cross functional environment
  • Experience using Smartsheet, Jira, Microsoft Office (especially Teams, Word, and Excel), Adobe products
