Main Purpose of Job

The main purpose of this position it to provide executive level direction for multiple information technology activities and staff within the MD Board of Nursing (MBON) Information Technology Office concerning all MBON infrastructure, systems, databases, and IT programs. The IT Assistant Director will ensure operational efficiency, consistency, and compliance with MBON strategic plan, and state and federal regulations for all MBON IT systems. This position will ensure functionality, security, and integrity of all MBON internal and public interfacing systems, applications, databases, data, and any other electronic information system. This position will research and evaluate new and emerging technology to keep MBON IT resources efficient, effective, and safe.

POSITION DUTIES

  • Establish IT vision and master plan for MBON. Direct budgetary, staffing, training, and technical activities necessary to successfully execute IT vision and master plan. Research emerging technologies and alternatives to existing MBON IT resources to maximize MBON efficiency and cost savings while executing the Board’s mission. Make recommendations to appropriate MBON Executive leadership. Plan, manage, and provide accountability of MBON IT budget. 
  •  Develop, direct, and maintain highly functional IT staff to meet all MBON technology needs in a timely, efficient, accurate, and customer service oriented manner. Ensure quick and accurate completion of all IT staff tasks. Act as subject matter expert for all aspects of IT matters for both IT staff and MBON Executive leadership. Keep Executive leadership informed regarding all aspects of MBON IT matters. Provide outstanding customer service and ensure that subordinate staff provide outstanding customer service to all internal and external clients. 
  •  Ensure compliance with all relevant policies (security, technology, procurement, etc.) governing MBON IT matters. Develop, maintain, and periodically test Disaster Recovery and Continuity of Operations plans for MBON. Administer all audit activities and findings pertaining to MBON IT matters. Ensure swift compliance with audit findings. Assist with fiscal inquiries, reconciliation of IT purchases. 
  •  Direct all MBON IT staffs’ activities to ensure accuracy, functionality, security, availability and up-to-date status of MBON internal and public interfacing IT resources including all aspects of licensure applications and websites. 
  •  Ensure proper, timely, accurate and secure sharing of data and/or statistical information with all State and national level partners, licensees and general public. 
  •  Prioritize MBON IT projects; determine staffing requirements, develop work plans and schedules; monitor progression of IT projects; oversee closing of completed projects.  Ensure completion of MBON projects on-time and on-budget. Manage all aspects of MBON IT vendor contracts and activities. Ensure and verify timeliness and accuracy of vendor/contractor deliverables. Manage all budgetary aspects of vendor contracts.

MINIMUM QUALIFICATIONS

Education:   Bachelor’s degree from an accredited college or university in Information Management, Information Technology, IT Management, or related computer science area of study

Experience: Minimum five (5) years of experience managing technical teams in multiple areas of Information Technology including help desk technicians, database administrators, application developers, server administrators, etc.

DESIRED OR PREFERRED QUALIFICATIONS

This desired candidate should possess:
  •  Active PMP certification
  •  Experience working in one or more IT operations fields
  •  Strong interpersonal, communication, and leadership skills
  •  Excellent analytical, prioritization, and problem-solving skills
  •  Demonstrated experience overseeing the large scale implementation of a technology solution
  •  Documented ability to manage and prioritize tasks and projects, deliver them on time and within budget
  •  Master’s degree in Information Management, Information Technology, IT Management, or related computer science area of study
  •  Experience creating, implementing, documenting, and ensuring compliance to Standard Operating Procedures (SOPs) for all aspects of IT operations
