Main Purpose of Job

The Workers' Compensation Commission is seeking an experienced IT Deputy Director to lead the migration of our existing enterprise modernization application from the existing platform to a different framework, primarily .NET. This position will play a pivotal role in managing and coordinating a team of contractors and project managers working on the Maryland Worker’s Compensation Commission (WCC) Enterprise Modernization (EM) Project. The successful candidate will report directly to the Director of Enterprise Applications and should possess in-depth knowledge of Azure, SharePoint, and other Microsoft technologies.

POSITION DUTIES

Migration Leadership:
  • Lead the planning, execution, and management of the migration project from the existing platform to the .NET framework, ensuring adherence to project milestones, timelines, and budget constraints.
  • Oversee the development and implementation strategies, ensuring alignment with the overall objectives of the Project and compliance with industry standards and best practices.
Team Management:

  • Supervise and coordinate the activities of a multidisciplinary team, including contractors, project managers, developers, and other IT professionals involved in the migration project.
  • Foster a collaborative work environment, providing guidance and support to team members, and ensuring their professional development.
Technical Expertise:
  • Utilize expertise in Azure and other Microsoft technologies to guide the architectural design, development, and deployment of the new .NET application.
  • Ensure seamless integration of the migrated application with existing systems and adherence to security best practices.
Stakeholder Communication:
  • Act as the primary liaison between IT and other WCC departments, external partners, and stakeholders, ensuring clear communication and understanding of project goals, progress, and outcomes.
  • Prepare and present regular reports on project status, challenges, and achievements to the Director of Enterprise Applications and other senior management.
Strategic Planning and Policy Development:
  • Contribute to the development of IT policies, procedures, and standards that support the agency's strategic goals and compliance with legal and regulatory requirements.
  • Stay abreast of emerging technologies and industry trends, recommending enhancements to improve efficiency and service delivery.
Training and Support:
  • Develop and oversee the implementation of training programs for WCC staff to ensure effective use and management of the new .NET application.
  • Provide ongoing support and guidance post-migration to ensure the system is effectively utilized and maintained.

MINIMUM QUALIFICATIONS

Minimum Qualifications:

Bachelor's degree in Computer Science, Information Technology, or related field (Master's degree preferred).

Three years or more of progressive IT experience including direct involvement in leading a team of cross-functional staff, working with the Executive Management of an organization.

Proven experience managing and leading multidisciplinary teams in complex IT projects.

In-depth knowledge and hands-on experience with Microsoft technologies, including Azure, SharePoint, and .NET framework, to effectively strategize and implement the migration process.

Ability to work effectively in a fast-paced, dynamic environment and adapt to changing priorities.

Capacity to analyze complex technical challenges, devise innovative solutions, and make data-driven decisions to overcome obstacles encountered during the migration process.

  • Strong communication, leadership, and interpersonal skills.
  • Proven ability to manage and lead a diverse team of contractors and project managers, fostering collaboration, accountability, and high performance to achieve project objectives within defined timelines and budget constraints.
  • Excellent verbal and written communication skills, coupled with the ability to engage and collaborate with internal stakeholders, external vendors, and project sponsors to ensure alignment with project goals and objectives.
  • Relevant Azure certifications would be an asset.
