Main Purpose of Job

This full-time contractual position assists the Medical Care Program Associate Supervisor in coordinating operational functions, which include reviewing, interpreting, verifying, and utilizing Medicaid eligibility data to accurately update and maintain the Medicaid Management Information System (MMIS) Recipient Eligibility sub-system in accordance with State and Federally mandated policies and regulations necessary to establish eligibility for Medical Assistance consumers. This position requires knowledge of Federal and State regulations, policies and procedures as they pertain to the Medical Assistance Programs. This position requires technical knowledge to access, interpret, and verify data in the Maryland Health Connect (MHC), Eligibility and Enrollment (E&E), and other systems of record. A Lead Worker provides technical assistance and guidance to Medical Care Program Associates, including assigning, reviewing work, and conducting quality assurance reviews. This position recommends solutions to problems as identified and provides training to staff as indicated. Provide customer service to internal staff at the Maryland Department of Health (MDH) and external customers at various agencies regarding issues related to Medicaid eligibility. Act as a liaison with community partners such as hospitals, Social Security Administration and LDSS regarding all policy and procedural requirements of the Medicaid Management Information System (MMIS) Eligibility file.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program.

Notes:

1. Candidates may substitute additional general clerical experience on a year-for-year basis for the required education.

2. Candidates may substitute thirty credit hours from an accredited college or university for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with Microsoft Office and Google Suites.
  • Experience with MMIS (Medicaid Management Information System), MHC (Maryland Health Connection) and E&E (Eligibility and Enrollment) software.  
  • Both internal and external customer service experience.
  • Experience interpreting and implementing Federal and State mandated policies, procedures and regulations to ensure medical services and claims payment for eligible recipients.
  • Experience demonstrating leadership skills in creating new ideas for developing new policies, procedures and regulations concerning Medical Assistance eligibility.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
