Main Purpose of Job

This position serves as the Audit Technical Specialist of Audit, Compliance, and Quality Improvement (ACQI) within the Maryland Department of Human Services (DHS) Social Services Administration (SSA). The main goal is to coordinate agency response to non-compliance in Child Protective Services, Adult Protective Services, Foster Care, Family Preservation and other Child Welfare and Adult Services programs, and organizing interventions with the Local Department to mitigate non-compliance. The Audit Technical Specialist supports the DHS/SSA ACQI Unit by performing fiscal audits, providing an independent review and interpretation of applicable laws and regulations.

POSITION DUTIES

  • Assists in the coordination of fiscal compliance reviews for Child Welfare and Adult Services.
  • Coordinates and oversees independent appraisal activities at the Social Services Administration and Local Departments of Social Services, conducting various audits (Financial and Compliance, Economy and Efficiency, and Programmatic Results), and providing conclusions and recommendations for improvement to the ACQI Deputy Director. 
  • Manages the development and execution of Plans of  Action (POAs) in collaboration with affected Local Departments, units, Deputy Director of Audits, and SSA Leadership. 
  • Participates in entrance, pre-exit and other periodic conferences with the management of the unit being audited to discuss findings, conclusions, recommendations and other related issues. 
  • Assists the Deputy Director of ACQI Internal Audits and/or External Audit Director in the development of audit/review objectives and procedures.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.

3. Candidates may substitute one year of professional accounting experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience providing independent reviews and interpretation of applicable laws and regulations. 
One year of experience providing technical assistance related to Child Welfare and/or Adult Service programmatic audits.
Six months of experience with the development and execution of plans of actions to include providing recommendations.
Six months of experience in reviewing financial statements to ensure propriety of invoices in accordance with professional standards and generally accepted auditing standards.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
