Main Purpose of Job

This 20 hour per week part-time contractual position will provide basic wound care, including wound assessment, basic treatment, wound education, and safer injection practices education for Syringe Services Program participants and assess need for further medical treatment, making referrals as needed. Administer and record confirmatory HCV RNA testing to individuals who test positive for Hepatitis C. Submit sample to State Laboratory, recording and communicating test results to individuals. Other confirmatory testing based on need. Deliver Syringe Services Program services to participants, including but not limited to distribution of syringes, distribution of other drug use equipment, distribution of fentanyl test strips & xylazine test strips, collection of syringes using safe disposal containers, rapid HIV, HCV & syphilis education & testing, and Overdose Response Training & distribution of Narcan distribution. Maintain supplies for wound care and blood draws and provide supply orders to the supervisor in a timely manner. Prepare wound care & other harm reduction kits for distribution to PWUD. Conduct outreach to PWUD and businesses/agencies that serve PWUD to increase awareness of wound care services and make recommendations and provide education. To include but not limited to, house visits post OD, to SSP participants or people discharged from FHH, shelters, encampments, urgent cares, primary care providers, etc. Outreach to medical providers to educate on harm reduction services, explore partnerships and reduce stigma. Make referrals & linkages to care & community supports, and coordinate follow up with Peer Recovery staff, referrals and linkages to care could include but is not limited to, substance use and mental health treatment; primary care; vocational and educational services; housing; peer led recovery supports and relevant services. Coordination to be made with Peer Recovery staff, providing referral and/or linkage to care documentation for follow up.


Education:   A Bachelor’s degree in nursing from an accredited college or university.

Experience: None.


1. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and one year of experience as a Registered Nurse for the required education.

2. Candidates may substitute two years of experience as a Registered Nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required education.  


1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
