Candidates should have experience performing server administration, event monitoring, capacity planning, account management and access control, data backups and restores, compliance activities, and system integration for servers used for case management software systems.

Candidates should demonstrate analytical and organizational skills, and the ability to articulate technical information to customers and peers.  Communication and diagnostic skills are essential.

Duties will include monitoring and controlling servers, acting as liaison with 3rd party software vendors, administering application interfaces and file exchanges, monitoring server events, creating accounts, enabling permissions, and performing software updates.  Candidates must be able to lift 25 pounds without assistance.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The main purpose of this position is to provide system administration for the Department’s numerous case management and financial systems. This position requires knowledge of operating systems, troubleshooting tools, network topologies, communication protocols, servers, clients, network operating systems, and security. The incumbent must have ability to recognize and treat appropriately any non-public information including PII, and have ability to understand and comply with IT security standards and methodologies, including State guidelines.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. 

Experience: One year of experience administering multi-tiered client-server software systems with multi-layers of application security in an organization with extensive level of program integration and reliance on technology.

Notes:

1. Candidates may substitute the possession of an Associate’s or Bachelor's degree in Information Systems, Applied Technology or Computer Science from an accredited college or university for the required experience.

2. Candidates may substitute fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required experience.

3. Candidates may substitute completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required experience.

4. Candidates may substitute experience in one of the following areas: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing, and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools on a year-for-year basis for a high school education. 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least one years' experience performing access control and account management
  • At least one years' experience administering and updating case management software for a housing finance program and/or grants management program (such as software from Emphasys/AOD, HDS, Nortridge, Calyx or Agate).

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
