Main Purpose of Job

The purpose of this position is to provide timely and accurate benefits for applicants and recipients of all Family Investment Programs and Office of Home Energy Programs by direct supervision of staff and a unit supervisor, by correct interpretation and application of all related Federal, State, and Local policies and procedures, and by active participation in planning and implementation of said program policies and procedures.

POSITION DUTIES

Delegates workloads for staff supervised in order to process applications and/or re-determinations within timelines as mandated by Federal, State, or local policy and as measured by supervisory review of appropriate management reports.

Monitors program error and accuracy rates as well as all case management tasks (e.g., DEAP referrals, New Hires Alerts, and others as requested or required) in accordance with current policies, procedures, and timelines as measured by supervisory review of management reports.  

Reviews case files for compliance and accuracy in determining eligibility for assistance during the application, redetermination, interim change, and completes pre-review requirements in accordance with Federal, State, and Local policy and procedures.  

Plans for and represents the Department in Appeals hearings and court hearings as they arise in order to affirm/explain the accuracy and timeliness of FIA and OHEP decisions and actions.  

Participates, as needed, in the agency’s mandated obligation to provide mass care and shelter under the direction of the County or State Emergency Operations Center.

MINIMUM QUALIFICATIONS

EDUCATION:   A Bachelor’s degree from an accredited college or university.

EXPERIENCE: Two years of experience supervising workers engaged in determining eligibility for governmental assistance programs or monitoring compliance in those programs.

NOTES:

1. Candidates may substitute additional experience as described on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university and two years of experience involving public contact and performance of support functions directly related to Family Investment program operations for the required education.

3. These requirements are established by the Family Investment Administration by authority provided in Human Services Article Title 5, Subtitle 2, Section 204, (b)(1) of the Annotated Code of Maryland. The Office of Personnel Services and Benefits of the Department of Budget and Management and the Examination Services Unit of the Maryland Department of Human Services do not have the authority to accept substitutions or equivalents.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Six months of experience using Google Workspace applications such as such as Google Gmail, Docs, Sheets and Meet.

Six months of experience using Workday for timekeeping and performance management.

Two years of experience working within the Eligibility and Enrollment System (E&E).

Limited to current Department of Human Services employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
