Main Purpose of Job

The purpose of the position is to collect, analyze, evaluate, and disseminate criminal intelligence information, to include Codis Hit Reports, national ViCAP Alerts notifying law enforcement agencies across the nation of known violent offenders, unsolved violent crime series, and missing and unidentified human remains cases as well as provide case support for uniformed criminal investigative activities and coordinate the sharing of criminal intelligence information among the Maryland State Police (MSP), the Forensic Sciences Division (FSD), and the Maryland Coordination and Analysis Center (MCAC), to include the Regional Information Centers and government agencies throughout Maryland and the Mid-Atlantic region for the purpose of writing laws, resource allocation, providing critical information for officer/public safety, program targeting and investigative support.

POSITION DUTIES

Facilitate the entry of applicable case data into ViCAP for every qualifying sexual assault evidence kit tested as part of the Maryland SAKI grant along with any other cases that are deemed appropriate. 

Facilitate the appropriate follow up on all CODIS Hit Reports issued by the MSP Forensic Sciences Division (FSD). 

Conduct comprehensive case analysis of investigative data and provide timely and relevant information to investigating officers. 

Employ a variety of data analysis techniques and tools including the FBI ViCAP Web National Crime Database, various MSP-FSD populated databases, internal government data sources, global public data sources, and geographical mapping systems. 

Prepare and produce formal reports as requested, in direct support of the Forensic Sciences Division. 

Prepare and disseminate findings in the form of comprehensive Crime Analysis Reports (CAR's). 
Develops methods and procedures for collection of data for routine and special reports and research studies. 

Plans and organizes required procedures for coding, tabulating, and analyzing data.

Performs other necessary duties as required.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience in developing methods and procedures for the collection and evaluation of data for routine and special reports and research studies. Ability to communicate effectively across all levels of an organization.

2. Experience working with ViCAP, Power BI, Tableau, SQL, Crystal Reports, Oracle, Python and Analyst Notebook. Proficient with Microsoft Office Suite and conducting queries at an NCIC/METERS terminal. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates for positions in this classification will be subject to a complete criminal background investigation and polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.

BENEFITS

Contractual employees who work for an agency covered under the State Employees and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
