Main Purpose of Job

The main purpose of this position is the full performance level of work procuring equipment, services, supplies, information technology, and other needs, using a competitive or negotiated procurement process. The employee in this position solicits, evaluates, negotiates and awards contracts, according to State Procurement Laws, procedures, and regulations. The employee maintains contracts by ensuring compliance with terms and conditions. The employee applies the appropriate Department rules, regulations, and values, and the appropriate provisions of COMAR to minimize the inefficiency or waste of State resources, thereby assuring the continued ability of the Aviation Command to carry out its mission of providing airborne medical evacuation, law enforcement. homeland security, and search and rescue services to requestors.

POSITION DUTIES

The main purpose of this position is in the procurement of equipment, services, constructions, supplies, information technology, and other needs for the Department of Maryland State Police.


Duties include but are not limited to:


· Uses Advanced Purchasing and Inventory Systems (ADPICS) portion of Financial Management Information Systems (FMIS) to facilitate the procurement process;


· Verifies and processes Minority Business Enterprise (MBE) and Small Business Reserve (SBR) participation;


· Reviews and analyzes purchase requisitions and determine the minimum vendor requirements and the most appropriate procurement method to use, such as negotiated awards, competitive sealed bids, competitive sealed protocols, sole source or emergency in accordance with the State Procurement laws, regulations and procedures;


· Instructs State contract managers in proper contract management techniques, and/or assists with or manages contract after award;


· Determines the basis for awards and evaluation criteria;


· Develops contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State Procurement procedures, laws and regulations for the procurement of all necessary services, supplies, maintenance and equipment;


· Performs other related duties.

MINIMUM QUALIFICATIONS

                                                      Procurement Officer I- Option 1

Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

                                                     Procurement Officer I- Option 2

Experience: Five years of experience, one year of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and one year of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required  experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:


Strong preference will be given to applicants who possess the following.  Include clear and specific 

information on your application regarding your qualification(s).


· One year of procurement experience in the Maryland State government.


· One year of experience using Smartsheet and Google Docs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification may be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
