Main Purpose of Job

The purpose of this position is to oversee BCDSS’s Quality Service Review (QSR) processes and other special research projects. This position ensures implementation of the QSR processes in accordance with the model; reviews the completed work products for reliability and thoroughness; analyzes data collected from QSRs; manages the Child and Family Services Review (CFSR) project, and manages other special research projects, as assigned.
At all times, this position provides customer service to both internal and external customs that meets or exceeds the standards set by the Department. This position conducts operations ethically; adheres to compliance requirements; provide discipline and structure that influences the staff awareness of and respect of operational controls.

POSITION DUTIES

  • Including but not limited to approving QSR review schedules and team assignments, supervising QSR Supervisors, Administrative Support staff, and QSR Case Specialists, reviewing, approving, and analyzing data gathered and reports completed as a result of the QSR process, and preparing comprehensive written reports as a result of data analysis, overseeing the implementation of the Baltimore City DSS Quality Service Review processes for the Child Welfare programs.
  • Assigns and monitors QSR department members with identifying and contacting relevant stakeholders and scheduling CFSR interviews with relevant stakeholders.
  • Directly manages the performance and productivity of all QSR department members.

MINIMUM QUALIFICATIONS

Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two years of experience working in a Child Welfare program.
Two years of experience using Child Juvenile Adult Management Service (CJAMS).
Two years of experience working with internal and external partners to implement changes for Child Welfare programs.
Two years of experience interpreting policies and guidelines in Child Welfare.
