Main Purpose of Job

The part-time contractual Local Agency Breastfeeding Peer Counselor Coordinator is responsible for administration of the Breastfeeding Peer Counselor Program at the local agency level.  The Local Agency Breastfeeding Peer Counselor Coordinator will provide expertise in breastfeeding at the local site, mentoring, training, evaluating, and managing the Peer Counselor(s).

This position is grant funded and requirements are as follows:

  1. One year expert experience in breastfeeding management and promotion
  2. Qualifies as one of the following:
    1. Credentialed as an International Board Certified Lactation Consultant (IBCLC) [preferred]
    2. Credentialed as a Registered Nurse (RN), Registered Dietitian (RD), or nutritionist (Master’s or Bachelor’s degree in Nutritional Sciences, Community Nutrition, Clinical Nutrition, Dietetics, Public Health Nutrition, or Home Economics), and have completed the Maryland State WIC DBE training. In addition, it is preferable to have a current lactation management certificate (i.e. CLE, CLC, CBS).
    3. Has completed a minimum of eight college courses from an accredited institution in health sciences to include at least some of the following areas: Human Anatomy, Human Physiology, Biology, Infant Growth and Development, Nutrition, Counseling Skills, Sociology, and Clinical Research. In addition it is preferable to have a current lactation management certificate (i.e. CLE, CLC, CBS) and have completed the Maryland State WIC DBE training
  3. Minimum of one year experience counseling breastfeeding women preferably for breastfeeding complications
  4. Graduation from an accredited university or college with a bachelor’s degree preferred. If not a college or university graduate, must be credentialed as an IBCLC
Additional Preferred Qualification: Experience in program management

Training Requirements (Training Requirements After Hire):
  1. Maryland WIC Breastfeeding Peer Counselor Training
  2. Maryland WIC “A Journey Together for WIC Managers” Management Program
  3. Maryland WIC Breastfeeding Training Curriculum (all levels)
  4. Annual breastfeeding continuing education
  5. Local agency, health department (where applicable), and State training programs, as required

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work in a health care setting.

Notes1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
