Main Purpose of Job

The primary responsibility for this position is to provide oversight and administration of various contracts for the Department of General Services (DGS) Office of Facilities Management (OFM).

POSITION DUTIES

Duties for this position include but are not limited to:  

- Oversee all aspects of DGS OFM contracts. Ensure the collection and maintenance of accurate, up-to-date information for all OFM contracts in the DGS Computerized Maintenance Management System database. Review, monitor and assess current and proposed OFM contracts for appropriate scope of work to meet desired outcomes. Act as point of contact for DGS’ Office of State Procurement to coordinate contract development and track timelines to assist in meeting deadlines. Ensure accuracy and appropriateness of contract text, specifications and attachments before contract awards. Work with OFM Superintendents and their administrative staff to see that contract results are being achieved and proper procurement procedures are being followed.  

- Plan and coordinate regular contract performance reviews with vendors, OFM Superintendents and their staff. On a continuing basis, review adequacy of vendor communications, cooperation and compliance with contract specifications to ensure the agency is obtaining satisfactory results. Develop plans, in advance of contract expiration, for orderly contract extensions, closeouts or re-solicitations. Work with DGS staff to coordinate corrective actions in response to contract issues.  

- Manage special projects and assist with other duties as assigned by the Assistant Secretary or Director of Operations for OFM.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.  

 

- Experience overseeing service contracts to ensure terms are being fulfilled.

- Experience developing service contract specifications and terms.

- Experience with project management to include the ability to organize workflow, set up meetings, track delivery of work product and generally keep projects on track through completion.

- Knowledge of State and/or DGS procurement and budget processes.

- Experience maintaining accurate information in a computerized maintenance management system database to track, monitor and assess commercial building systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
