Main Purpose of Job

The main purpose of this position is to develop, document and administer an agency-wide program to ensure compliance with and adherence to fiscal and administrative controls, especially those within the scope of State of Maryland legislative or executive audits.

The scope of this program includes but is not limited to the following subject areas: 

• Audits by the Office of Legislative Audits 
• Audits by other State agencies such as DBM 
• Data privacy and security 
• Fiscal separation of duties 
• Document retention and disposal 
• Mandated procurement reporting 
• Inventory fiscal control 
• Development and revision of agency regulations

POSITION DUTIES

Responsible for the development, documentation, and implementation of fiscal unit policies to ensure adequate separation of duties and other controls.

Develops, implements, and maintains timely corrective action plans to address audit deficiencies and findings resulting from audits by the Office of Legislative Audits and/or other State auditing entities. 

Completes and submits all mandatory procurement reports required by statute, regulation and/or by the Department of General Services Office of State Procurement, Board of Public Works, Governor’s Office of Small, Minority and Women Business Affairs, etc. 

Serves as the Department’s primary daily liaison with the Office of Legislative Audits and/or other State auditing entities such as the Office of Personnel Services and Benefits. 

Serves as the Department’s Records Officer.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

• Bachelor’s degree from an accredited college or university in Business Administration, Finance, Accounting, or a related field. 

• Excellent oral and written communication skills. 

• Experience developing and maintaining financial policies and procedures and/or developing and implementing financial or operational controls. 

• The ability to use complex and advanced functions and formulas in Google Sheets and Microsoft Excel to manipulate and analyze data effectively.

• Experience working with oversight or regulatory entities. 

• Experience responding to inquiries and resolving problems in accordance with applicable procedures, regulations, and laws. 

• Ability to assess risk and identify opportunities to improve operations to achieve organizational objectives. 

• Experience with accounts payable processes. 

• Experience with account reconciliation processes. 

• Knowledge of audit and financial control processes. 

• Experience with procurement processes and best practices.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
