Main Purpose of Job
POSITION DUTIES
Investigation and adjudication of internal/external
complaints in accordance with SPP Title 5, COMAR, SGA Title 20, Title VII of
the Civil Rights Act of 1964, and other applicable federal and state statutes,
regulations and policies governing equal opportunity and access in employment.
Responds to complaints and information requests from the MCCR and the U.S.
EEOC.
The position assists with the investigation of complaints of discrimination by thoroughly interviewing complainants, respondents, and witnesses to assist with preparing relevant documentation for investigation by reviewing and evaluating the facts of the complaint; and explaining applicable laws and regulations to advise all parties of their rights, legal requirements and responsibilities - dally basis.
Provide conflict resolution and mediation when applicable for both sworn and civilian staff. Investigative reporting, researching and fact-finding, and drafting comprehensive position statements based on the Elements of Proof. Updates the confidential ODEl case ledger and exercises judgment in the release of sensitive information.
Performs special assignments, facilitate presentations, seek professional development opportunities, and other responsibilities as directed by the ODEl Director and Deputy Director for the betterment of the Department.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or
possession of a high school equivalency certificate.
Experience: Five years of administrative staff or
professional work.
Notes:
1. Candidates may substitute 30 credit hours from an
accredited college or university for each year up to four years of the required
experience.
2. Candidates may substitute the possession of a Bachelor's
degree from an accredited college or university and one year of experience in
administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's
degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer involving staff work related to
the administration of rules, regulations, policy, procedures and processes, or
overseeing or coordinating unit operations or functioning as a staff assistant
to a higher ranking commissioned officer on a year-for- year basis for the
required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Advanced degree in law, human resources, or a related field.
2. Professional certification in Equal Employment Opportunity (EEO) investigation or related field (e.g., Certified EEO Investigator).
LICENSES, REGISTRATIONS AND CERTIFICATIONS
SPECIAL REQUIREMENTS
In accordance with Section
2-204(b)(6) of the Public Safety Article, Candidates for position in this
classification will be subject to an initial drug screening and a complete
criminal background investigation to include a polygraph examination before
permanent appointment can be made. A criminal conviction may be grounds for
rejection of the candidate.
SELECTION PROCESS
The selection process for this
recruitment will involve a rating of the training and experience provided on
the application. Applicants who meet the minimum qualifications will be placed
on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED
categories. The list will be used by the hiring manager to select the
individual to fill this vacancy. The list will be valid for one year.
EXAMINATION PROCESS
The examination will consist of
a rating of your education, training and experience related to the requirements
of the position. You may be required to complete a qualifications supplement,
or the rating may be based on your application. Report all experience and
