Main Purpose of Job

The main purpose of this full-time position will be to assist and fill-in as needed for the Chief Operating Officer, the nonclinical principal manager of administrative and professional services at the Office of the Chief Medical Examiner. The Office of the Chief Medical Examiner operates on a 24/7 basis in its own facility, and has a budget of approximately $22 million and 220 FTE staff (104.5 PINs, 5.7 Special Payments, 8 Deputy Medical Examiners and 102 County Forensic Investigators).

This position will function as a deputy manager of general administration, human resources management, budget planning, expenditure management, procurement, grant development, records management, information technology, maintenance and building management. This position will also assist other department managers as a resource in development and interpretation of agency policies and procedures, and assists with preparing testimony for presentations as well as testifying for management at various meetings and hearings.

PLEASE NOTE: This position may be eligible for minimal telework.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Knowledge of Maryland's personnel system and regulations including processes for hiring, termination, disciplinary action, etc.
  • Experience using Maryland's Financial Management Information System (FMIS), both RSTARS and ADPICS
  • Experience with State procurement and contract management.
  • Experience developing and managing a State operating budget.
  • Experience with Microsoft Office applications, specifically Microsoft Excel to create new spreadsheets, enter data and utilize formulas and functions, and Microsoft Word to create and edit documents.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
