GRADE
Main Purpose of Job
The Administrator II serves as Manager of the Air Quality Permit Services Office and function as the Permit
Revenue Specialist and Special Assistant to both the Technical Support Division
Chief and the Manager of the Air Quality Permits Program. The incumbent in this
position supervises and will be responsible for assigning and overseeing staff
work. The Air Quality Permits Services
Office performs highly specialized functions and assumes various
responsibilities such as:
- Manages and evaluates permit revenues for the ARA budget as the Permit Revenue Specialist.
- Develops and manages tracking systems including utilizing the ETS database and generating reports in support of Department and Statewide initiatives.
- Manages the Maryland Emission Reduction Credit Program in accordance with federal Clean Air Act regulations and COMAR 26.11.17.
- Manages necessary audit functions and record keeping that relate to permit actions and receipt of fees.
- Develops and maintains the Permits Standard Operating Policies and Procedures.
- Regulation Development/Special projects as routinely assigned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the
following:
- Familiar with the MDE ETS database to search for and create agency interests, track permitting activities, and generate reports and other documents.
- At least four years of experience using the state's FMIS system for keying/batching invoices.
- At least four years of experience working with fiscal services on permit actions and receipt of fees.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave
days annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the
birth or adoption of a child.
