Main Purpose of Job

Provides contract management and procurement related review and support to the Department of Information Technology ensuring that information technology contracts and procurements follow State policies, regulations, and standards.

This position ensures the execution of high-quality services covering contract management functional areas which include, monitoring policies and procedures, ensuring compliance with terms and conditions throughout the life cycle of the contract, assisting in all contract solicitation and modification processes and stages of the planning, (i.e., crafting scope of work (SOW), evaluation and award selection, contract negotiations, contract implementation).

This position requires excellent communication skills, written and verbal communication skills and the ability to apply independent judgment and creativity to contract resolution issues.

POSITION DUTIES

  • Provide contract management support for the Department’s Intake Process;
  • Assist the Director of Contract Management with the preparation of weekly agendas;
  • Collaborate and research with other state agencies and DoIT personnel on agenda items, provide responses to questions and follow-up to committee members;
  • Update tracking log, ServiceNow and agencies with results of meeting;
  • Prepare summaries for the Office of State Procurement (OSP);
  • Assist with the drafting of solicitations, including Requests for Proposals, Invitations for Bid and secondary level competition solicitations that exceed the Department’s small procurement authority;
  • Work with OSP through the procurement process and award;
  • Support Non-Visual Access (NVA) compliance, monitoring, reporting, and auditing requirements for the State’s Information Technology projects and contracts;
  • Draft work order documents;
  • Release work orders and communicate requirements with Contractors;
  • Assist with onboarding activities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Proficiency with Microsoft Word, Excel, and Power Point and Google Applications such as Sheets and Documents to create and maintain complex and professional written correspondence, memos, presentations, and spreadsheets with minimal supervision.
  • Working knowledge of the State of Maryland contract & procurement policies, regulations, and standards. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Leave

Paid leave will accrue at a rate of one hour for every 30 hours worked.
