Introduction
The Maryland Department of Agriculture is a Department under Maryland's Executive Branch. Formed in 1972 by the Maryland General Assembly to address agriculture needs for the State of Maryland. The Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation. As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

The selected candidate will
serve as an ADVANCED GRANTS ADMINISTRATOR for the MD Department of Agriculture.
The position serves as a cross-functional lead throughout the Department to program
managers and other administrative staff in full-cycle grant administration
activities. This includes reviewing grant opportunities, determining if
opportunities are appropriate to pursue, leading the effort to complete grant
applications, tracking, and monitoring grants awarded to the Department, and
ensuring grant obligations are fulfilled. The position trains, assigns work,
and provides feedback and coaching regarding grant activities. The position
reports directly to the Chief Fiscal Officer. Significant fiscal and
procurement responsibilities are also involved in the position as they pertain
to grant management.
POSITION DUTIES
-
Oversees grant administration for the department to ensure that programs adhere to all grant stipulations, deadlines, and applicable law and policy. Participates in full-cycle grant administration with program staff to support various grant efforts throughout the department.
- Oversees and trains program managers and other administrative staff in the identification of grant opportunities, grant search, application, negotiation, tracking, and reporting. Provides coaching and feedback to program level staff as needed.
- Establishes a grant tracking and reporting system in coordination with the Fiscal Services Program.
- Analyzes MDA program functions and budgets. Confers with fiscal and program staff to explore appropriateness and fiscal feasibility of potential grants. Assists Fiscal Services with budget amendments to incorporate grants into the Department’s budget. Recommends cost-containment measures and budget changes which facilitate responsible incorporation of grants into departmental programs.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes (Substitutions):
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Progressively responsible experience in full cycle grant management.
Excellent communication and interpersonal skills.
