Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

The National Capital Region (NCR) Grant Administrator supports the execution of daily activities necessary to administer the NCR Urban Area Security Initiative (UASI) grant program. This encompasses all pre-and-post-award processes as well as all relevant initiation, planning, execution, monitoring/controlling, and closing activities across the full-lifecycle of the NCR UASI awards. Specifically, this includes, but is not limited to: interfacing with MDEM employees to resolve and adjudicate a variety of grant-administration-specific issues; communicating with the District of Columbia (DC) Homeland Security & Emergency Management Agency (DC HSEMA) to ensure compliance with grant regulations, closely collaborating with and supporting the NCR Program Support Officer (PSO) to support baseline monitoring and submit programmatic and financial reports, preparing and submitting documentation in state financial/grant and federal financial/grant systems; utilizing Google Suite products to monitor and validate grant expenditures and revenues; answering a variety of internal/external grant-specific RFIs; developing standardized and ad hoc reports; achieving and maintaining a mastery-level understanding of federal and state statutes, regulations, guidance documents, and other grant documentation as it relates to NCR UASI; providing support during monitoring visits; supporting the development and delivery of administratively-oriented trainings; collaborating with the MDEM EHP Specialist; and attending events that support the longevity and efficacy of NCR UASI in Maryland. The NCR Grant Administrator supports the Special Grants Supervisor as it relates to NCR grant administration. This program is valued at $1.8 million, annually.

POSITION DUTIES

Execute the day-to-day operations of NCR UASI as it relates to grant administration actions
● Achieving and maintaining a mastery-level understanding of federal and state statutes, regulations, guidance documents, and other grant documentation as it relates to NCR UASI (e.g., NOFO, FEMA IBs, Grants Preparedness Manual, DC HSEMA Subrecipient Handbook, NCR Project Management Plans, NCR Strategic Plan, 2CFR200)
● Preparing and submitting programmatic and financial documentation in FMIS, NCR GMS, SAA.SP and other
state/federal grant and financial systems
● Tracking and processing all NCR UASI reimbursement submissions and providing status updates to the GABM
● Utilizing various internal Google Suite tools to monitor and control the financial status of the grant
● Collaborate with the Program Support Officer on project-related issues, specifically providing necessary data and executing administrative processes to ensure the integrity of the project
● As directed by the Special Grants Supervisor, supporting the Grant Administration Branch (GAB) in the identification of training needs and the development of training material for MDEM staff
● Supporting the EHP Specialist, as needed, with all documentation related to EHP actions necessary for successful implementation of NCR UASI projects
● As directed by the Special Grants Supervisor, attending/participating/leading various trainings, events, and functions that increase the efficacy of the NCR UASI program
● As directed by the Special Grants Supervisor, participating in appropriate working groups, committees, meetings, and/or forums, that may be internal or external, to MDEM
● As directed by the Special Grants Supervisor, supporting the development of MDEM Project Management Plans
● Supporting the Special Grants Supervisor in the development of standardized and ad hoc reports as it relates to NCR UASI
● As directed by the Special Grants Supervisor, support monitoring visits and the development of all supporting materials
● Appropriately elevating issues to the Special Grants Supervisor Support any and all other Department statewide activities and/or Maryland’s strategic goals and objectives for homeland security as directed by the MDEM Secretary, MDEM Deputy Executive Director, and/or Mission Support Director

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience of at least One (1) year in budgeting and/or accounting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
