Main Purpose of Job

The Climate Change Program is responsible for developing and implementing nation-leading policies to reduce and sequester greenhouse gas emissions to mitigate the impacts of climate change. The work improves the health and welfare of people and the environment while developing a dynamic clean energy economy in Maryland. The incumbents in these positions will analyze greenhouse gas (GHG) emissions, evaluate economic and health impacts, and conduct policy analysis in support of the State of Maryland’s Climate Pollution Reduction Grant program (CPRG) through the Environmental Protection Agency. 

The goals of the State of Maryland’s CPRG planning efforts are to: 
  • Tackle damaging climate pollution while supporting the creation of good jobs and lowering energy costs for families. 
  • Accelerate work to address environmental injustice and empower community-driven solutions in overburdened and underserved neighborhoods. 
  • Deliver cleaner air by reducing harmful air pollution in places where people live, work, play, and go to school. 
  • Ensure Maryland is competitive for federal implementation funds from the Bipartisan Infrastructure Law and Inflation Reduction Act. 
  • Drive successful local level implementation for high priority GHG emission reduction programs and projects. 

Additionally, the incumbents in these positions will support the Climate Change Program’s responsibilities to implement the Climate Solutions Now Act (CSNA), participate in the U.S. Climate Alliance, and provide staff support for the Maryland Commission on Climate Change. The Climate Change Program’s activities support the Maryland Department of the Environment’s mission to protect and restore the environment for the health and well-being of all Marylanders.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidates have the following:

  • Experience in an environmental or science discipline.
  • Working knowledge of climate change mitigation policies and strategies.
  • Knowledge of federal grant programs.
  • Experience developing project scopes of work and identifying tasks to achieve goals and objectives.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
